Mr. Freeman was in favor ol tixlug the rate at $4-76 on the $100, believing that it was better lor the city to pay all the expenses of the departments lor the coming year, and the deficiencies of 1866 by taxation, than to fund any portion, and thereby Increase the debtot the city. He believed that the owner ol real estate were better able to meet this additional burden now, in consequence of 1j it; U rents, than they would be in a few years hence. The debt of the city was sufficiently large, and should not be increased. Several other members of the Committee thought the rate of tax should be reduced, which could easily be done if $J, 500,000 was lunded. Mr. Freeman moved to make the rate $475 per $100. Messrs. Harper, Marcer, and others desired a postponement ot the subject, lor (he purpose of examining the statement, and a motion to that elfect prevailed. FUBTHEB IlEABING IN A SHOOTING Cabb. A further hearing was lujld yesterday belore the Recorder in the case of Edward Manly, charged with the shooting of Cyrus Par ker on Saturday night week, in Shinpeu street, above Third. Parker testiiied that be was in a public house, when he was told that a man was outside who had struck him a tew days pre viously. He weut out, and wa9 attacked, aud finally shot in the cheek by one of three or four in company. Manly was identified as one of the nien, and the one who had called to the man with the revolver to lire. He was committed in default of $2500 to answer. Caroline Ryner, who had spoken to Parker about being siruck, and told him the men were outside, was held in $1000, as accessory belore the fact. Cobonek's Cases. An Inquest was held yesterday on the body of John T. Caskey, who wae killed early on Sunday morning by being run over by car No. 7 of the Philadelphia and Fraokford Railroad Company. The testimony given before the Coroner was to the effect that the deceased ran towards the front platform of the cars, and in attempting to get on, fell, the wheels passing over him. The jury returned a verdict ol accidental death, and exonerated the driver and conductor from all blame. The Coroner also held an Inquest upon the body of Henry Conner, aged about eight years, , who was found drowned at Moms street wharf about three weeks ago.
