FROM THE NORTHERN SEAS. New frm Hall' Franklin KipedlMoa. The following is a copy of a letter received by Henry Grinnell, Esq., Irom Mr. R, II. Chappcl. We nnderotand that Mr. Hall has been ninnlifvl irith provisions from ships the B'aok Hawk and Mum ukoa, which are reported to nave armed at Bcpuiue uay. air. Chappcl writes as lor lows: Nhw London, November 1C Urnry Grtnnell. J., New York Dear Sir: The steam whaling bar n hp firmrer. Cantntn lUnn.n rrom the northern seas, arrived at this port ves- ruay. as iud Tensei roll in witu Mr. v. K. Hall, the Arctic explorer, and jet brought ne letter from uim to bin friends in the United Huiee, I forward you Captain Morgan's state mem of his Interview and success with Mr. Hall in his researches among the natives of the northweet coast of Hudson's Bay. The Pioneer reached the head of Repulse Bay, north ot River Welcome, on the 26lh 01 July last. Here they met Mr. 11.11 and his party of Esquimaux, ail in good health, at that time engaged in fishing his faithful adherents, Joe and Han nah (Esquimaux), who are well Known to you, with some other natives from his family, or tronpe. He had at times no white man in his company. Mr. Hall was much affected again to meet familiar faces, and hear news from Lome. He had passed the winter very com fortably, being thoroughly inured to the Esqui maux mode of life, and having with his re sources secured ample supplies ot food. At this station he hai ktlloH nn nrhuln Inst fall an 1 another this summer, while inland deer were ionnd in the greatest abundance. He hul e'tabiished a great mnny depots of provision, "xtending far into the interior, to be used in cae ot necebsity. Last spring, Mr. Hall made a journey north west towards Committee Bay and King William's Land; bat found the natives ot that section so treacherous and jealous that he was forcod to return, when within one hundred miles ot his destination. This aulmosiry and feud is between the diiterent families and tribe of the Esqui maux, who all carry weapons secretlv, and do &ot hesitate to kill each other lor any real or eiippoped inlury. Some of them threatened the life of Mr. Hall and his party, and they were cbliged to tarn back. Mr. Hall has secured a great many relics of the Franklin exploring expedition, together with some important documents which he be lieves to have been penned by Captain Crozlcr, and nis information of the location of others which he is determined to obtain, believing them to be of much value towards clearing up the mysterv of the fate ot the unfortunate sur vivors of the Erebus and Uerror. Mr. Hall is continually adding to his stock ot Information, and the object ot bis search being further known among the natives, he is constantly gathering fresh traces and new proofs to establish previ ously k no n facts. Among other things he has heard of the loca tion of a boat turned bottom ud, under which are the bodies ot seventeen to twenty-five dead white men.with their hands and foot all cut oir. The natives claim that tne mutilation was not done by them, but by some of the white men who were wrecked. The tradition of the Bsqui nianx is that a rebellion broke out among the eurrivors, who were endeavoring to reach Hud son's Bay, and that all but three were murdered; that these three remained among the natives working their way towards white settlements', but that they finally died before reaching them. Captain Morgan furnished Mr. Hall such things as he needed from his ship, and states tnat two or three American whaling vessel will winter at Repulse Bay this season. Mr. Hall expressed his great gratitude and regard for those who had aided him at home to nndertakehis plans of discovery; said that he was determined to carry out his plans, if it ould be done without too much expense, and conclude his explorations in that qu trter the ensuing year. He wished very much to organize a small party of six or eight white men, fully armed, to accompany him. He would then travel with impunity, and reach the utmost limits of his desires. It is not improbable that such a party can be made up from the ships' crews wintering there. Mr. Hall was preparing to send home by the Pioneer many relic, his journals, letter, etc. The ship moved some titty miles for a better whaling ground, fully intending to return to Repulse Bay, but, owing to the ice, was unable to do so. This will account for the fact that she did not bring anything from Mr. Hall directly. Hoping these items may prove of interest to 3u, I remain, very truly, yours, etc., Richard II. Chafpel. POLITICAL INTELLIGENCE. Missouri. By law thirty-four members are authorized to reelected to the Senate. Of this number the radicals will have precisely twenty-six, and the conservatives eight. Twenty-three are two thirds of the 8enate, so that it will be seen that the radicals have two-thirds of the Senate and three votes to spare. But two-thirds are not required tor any purpose in either House of the Missouri Lcgislatire. The vote necessary to Sass a bill even over a veto is a majority of all ie members elected to either House. In regard to the House, that body is composed f 138 members. At least, that number Is autho riaetto be elected by law. Shannon county, kowever, is wholly disorganized, and ho election jvas held there. Counting the radicals already known to be elected, and adding to them the counties to be heard from known to be certain on the radical side, the latter party will not have less than 90 members of the 138 authorized to be elected. This is just two less than two-thirds f all the members of which the House is com posed. Illinois. The Legislature of Illinois will stand as fol lows: In the Senate, 16 Republicans and 9 Copperheads; In the House 6'Z Republicans and 23 Copperhead giving the Republicans a ma jorlty of 46 on joint ballot. Logan's majority, with six counties to hear from, is 68,074. The six counties yet to hear trom gave In 1864, 1363 Democratic majority. ' THE CONSTITUTIONAL AMENDMENT IN TUB ARKAN SAS LEGISLATURE.
