Geue ral Cloud, in his report, says: I 1 have the honor to inform you that conse quent upon the perpetration of certain murders and other outrages committed against the citi zens of Western Kansas during the past spriuir and summer, I have been appointed by the Uovetnor of Kana3 special acrent to collect the lacts, nnd to bring the patties to justice. In prosecutiiit? my work I have visited the scene of murder and outrage, und have learned many lads, a lew of which are as follows: one man was hilled on the 13th of May, while near three companions, who were at their claims upon n tributary of the Solomon river. lie was shot by three Indians, who were dre.ted in United States uniform, and armed with revolvers and sabres. Thn the settlers desire to obtain under the laws; and thai the matters may bo prepaicd in a pioper form, the various witnesses and parties interested intend to meet at Lake Sibley, upon the Republican river, about the 15th of October, and proceed in the iuvestieation before an officer ot the law. 1 have visited the Otioss, and they agreed to meet us, and take part in the examination of arrows. In reply to General Cloud's communication, Superintendent Taylor states that he felt en tirely confident that the Pawnee and Omaha Indians are guiltless, but that the Ottoes are not above suspicion. lie mentions, and it may turu out upon investigation, that they partici pated in the disturbances. He suegests that the proposed day of the investigation be. post poned to such time as would enable him to secure the attendance of one or more of the chieis of the trioes named. Au ex parte state ment, he says, will at best piove unsatisfactory, and can settle nothiug definitely. While the Department is ready to redress any wrongs committed by treaty Indians, upon satisfactory testimony, it will resolutely protest agaiust any loss or punishment for alleged offenses, where the testimony is vague or uncertain, or where it is taken in such a manner as ti afford no op portunity for exoneration or denial.
