Mr. Marcus suggested that the resolution lay over fir the present, as there would be a report irom the committee in the course of the session. The resolution was laid on the table. The resolution from Common Council, re questing the Board of Health to declare as nuisances the deposits ot manure on certain wharves, was tuteti up. Mr. Wagner, trom the Committee on Law, to which was referred an ordinance making an appropriation to the laborers emploved by Hill A Mnith, contractors for cleaning the streets, reported tliHt the original contract was broken by the contractors. The report was recom mitted to the committee to report the liability of the securities, etc. Mr. Barlow submitted a resolution instructing the Committee on Police to inquire and report to Councils the propriety ot erecting a Police Station in the Seventeenth Police District, on the rear end of the lot on which Movamensing Hall is erected, toaether with an estimate of the cost thereot. Agreed to. The resolution from Common Council, in reference to passing water to the Kensington bain, was concurred in. The resolution, from Common Council, sus pending the Goodwill Fire Company for one month, was concurred in. (The suspension ended October 1.) Mr. Freeman submitted an ordinance making an appropriation of $10,000 to Board of Health tor the removal of nuisances. Agreed to. Common Council. Mayor McMichael sent the following communication to Councils, and at the same time advised the passage of the ordinance making an appropriation to the Board of Health, which passed Select Council, and is now pending in Common Council: Dear Sir: The cholera has been prevailing in this city between two and three months, and over 500 persons have died of it. The disease appears to be becoming epidemic, and on Tues day and Wednesday of this week 73 new cases were reported at the office of the Board of Health, and 25 deaths from cholera. We uuder stand the appropriation lor this purpose was exhausted a considerable time aero, nd that the Board is without funds to carry out the neces sary sanitary measures. Mr. Franciscus submitted a resolution that the Good Will Steam Kugine Company be suspended one month Irom September 1, 1866, and that the Chief Engineer withhold one month's pay Irom said Company. Before the vote was taken on the fiual passaee ol the bill, Mr. Stokley, President, stated he should vote airainst it, because Chief Justice J. M. lieud hod threatened to publish a card calling the attention of the voters to the fact. Mr. Hancock said it was time to defea'. the hill when the Judges of the Supreme Couit bully the members. Mr. Mann continued at some length on na tional topics. While he wa speaking, tho "Boys in Blue" of the Twenty-seventh Ward took up a position near the speaker's staud, and Mr. Manii proposed three cheers for those who had worn the blue blouses and brass but tons. (Immense cheering ) Judge Kelley and Judge Bell followed iu brief speeches. The meeting dispersed with cheers for the Union. Union Meeting in the Nineteenth Ward. A very large and enthusiastic meeting was held at Second aud Norris streets, last evening, by the loyal citizens of the Third Con gressional District. The meeting was organized by calling to the chair Mr. Samuel A. Miller, who made a lew pertinent remarks, after which resolutions were read, and adopted by acclamation. Brief addiesses were delievered by Represen tative Lee. Honorable Leonard Myers, and othtri. The meeting adjourned with cheers lor the whole Union Republican ticket. Democbatic Meeting.- A large meeting of the conservative ciiizcns ol the .Thirteenth Ward was held last evening at the corner ct Spring Garden and Marshall streets. The Buck waiter Club was present. Dr. Sites presided. Chailes Buckwalter, the candidate for Con gress, addressed the meeting. Mr. Buck waiter excused himself from any extended speech, owing to indisposition. He had left a sick bed merely to present himself, and, iu brief, to deny some ot the slanders heaped upon him while he was ill. The speaker referred to the proposed amendments to the Constitution, and said that while he admitted there might be a necessity lor a change iu the basis ot representation, he denied that these amendments were luir and honest, 'f hey were designed to establish negro suffrage. Colonel E. W. C. Greene was the next speaker. He leferred to the lact that, two years ago, the radical candidate for Congress had secured his influence in favor of his election aud in aidins the men of the district to secure money to evade the dralt. All this was doue upon the principle that the Union should be preserved intact, and perpetuated. He was for, ihe Union; ho was for sustaining the Union of the States, whether the attticks came trom lorei.gu toes or from dastards iu the South or dastards iu the North. (Cheers.) Speeches were made by Charles Alermehle and others. CONSEKVATIVE AND DEMOCRATIC MEET ING. A lurge Conservative and Democratic meeting was held last evening, at Twentieth and Sbippen streets. The meeting was organized by calling Mr. David W. ljcach to the chuir. John Hulnie, Esq., candidate lor Congress in the Second District, was introduced to the meet ing. He was received with loud cheenne. He announoed its his platform, the Constitution of the United States, aud ta'd it was 6u.llici.ent as it now stands, aud that there was no need for the thousand amendments proposed to it. If lie 6hould be elected to Congress, he would devoio his energies to have the Government economi cally administered, and laxts reduced; and no effort should he spared to secure the Navy Yard at League Islnnd.
