THE DAILY EVENING TELEGRAPH. PHILADELPHIA, THURSDAY, AUGUST 23, 1866. CIT Y INTELLIGENCE. For Additional Lccat Items tee Fitf-h Faye.) REPOBT OF ISOART) OF JJE ALTH VlSI t OPS . The Board of HenJth ai now ennRged in visit lug the vnrioim localities In our city where tbe cholera has brcn the most latal, for the purpose of adopting such Bin.itary measures as will be likely to prevent the bp read of tho disease. On Tuesday tbe board visited Chancery lane and Coombs' alley, running from Arch street, and between Front and Second. Here they found a Dumber ol cellar tenements which were In such a condition that the Sanitary Committee ordered them closed at once. There have been a num ber of fatal caves in this locality. Brlnton street, running north from Master and between Fourth and Filth streets, was also visited. Here they found three persons suffer ing Irom cnolera, all of whom died durlupr lant night. Tlie tetietucnis in this street were toun.l lo be clean, and nothing likely to engender the disease discovered; but a slaughter-house is located In the immediate viciuity, and from this an ollensive smell emanated. The Committee examined the premises, and concluded tiot to close the house, but gave instructions to have the premises thoroughly cleansed and disin fected. The Kensington Water Works were also no ticed, and bottles of water taken from the Dela ware at the point at which it is taken up by the ptimps and from the basin, for future examina tion. Tho water in the ba.sin was found to be low, but it appeared to be clear and pure, as but little sediment was found in the bottle contain ing the water from the basin; it will, however, be analyzed before any final report is made npon the subject. The physicians throughout tho city reported to the Board yesterday hi'leen new cases and five deaths. Among the cases reported were five from Martinsville, iu the lower section of the city: the filthy condition of this place was reported upon bv the Sanitary Committee on Monday last. Three or lour cases were located in the viciuity of Thirty-li (th and Hansom streets, West Philadelphia, at which point the dispose appears to be spreading. The Board yesterday visited this fcpot, as well as the Alm&houKe, to Bee what action was necessary to improve the sanitary condition of the places named. One case was reported to have occurred on the west side of the Schuylkill, near the Gray's Ferry Bridge, and that was also visited. At the regular meeting of the Board yesterday resolutions were adopted expressive of sympathy for the family of the lute Aloert Hughes, an old and faithful officer of the Board, who died at the office from cholera, on Tuesday night. The deceased was attended from the time ol his attack until his death by Drs. Ward, Taylor, and La Roche. Meeting of the Bab A meeting of the members of the Bar was held in the District Court Koora yesterday, at noon, relative to the death of E. Forrest Kothler, late a captain in the 114lh Regiment Pennsylvania Volunteers. The meeting was presided over by (iustavus A. Remak, Esq. I. Newton Brown and John Goforth were aopointcd Secretaries. Joseph P. Loughead, Esq., alter a few appro priate remarks, ollered a series of resolutions expressive of the regret felt at the loss of the deceased, and of bis worth as an officer while . engaged on the field of battle in the service of his country, and that, as members of the Bar; they condole with real sorrow with his atlhcted family, who have lost by this dispensation of Providence a dutiful son, au affectionate hus band, and an Indulgent lather. Tbey also re solved to wear the usual badge of mourning for thirty days, and that they would attend his funeral in a body. A committee of three was appoiuted by the chair to carry to thf fumilv of the deceased their heartfelt sympathies with them in their be reavement. During the proceedings addresses wete made by General C. II. T. Colli s and John Goforth, Esq. A Thieving Triumvirate. Peter Miller, aged sixteen years, George Diver, aged eighteen, and Horace Palmer, aged seventeen years, were arraigned belore Alderman Beitler yesterday altcrhoon. Fire Marshal Blackburn testified that he had arrested the boys on suspicion of firing a building in the Sixth Ward, but was unable to obtain any evidence implicating theru in the crime. He knew, them, however, to be a trio of inveterate thieves, and very annoying to the storekeepers on Market. Third, and other streets. They were In the habit of committing all sorts of petty depredations. Palmer was before Alderman Beitler some time since upon the charge of stealing a box of tobacco. John McCcol testified that on last Monday week he lost a blue army overcoat from the Blore No. 18 N. Kourth street, but did not know who stole it. Fire Marshal Blaekburn again took the stand, and testified that Dive acknow ledged stealing the coat and taking It to his home, there secreting it in a barrel, and finally cuttinc it up in strips and selling it for old rags. The defendants were committed in default of $1000 bail each. The Givers of JStraw B ail. The pro fessional bail goers of the city number about ten or twelve, not more; and some of them, though great doubts are entertained of their owning any real estate, are security to an almost un limited amount, being taken by magistrates of ten without a careful examination as to tbe value of their reputed pos: essions or the amount in which they are bail. A circumstance oc curred quite recently, which shows theneces. eity of magistrates requiring the production of deeds in cases in which the bail offered is not known to possess real estate in his own right. Tho man olfeieu as security swore to the pos session of a house in West Philadelphia, gave its location, and said that the deeds were in his own name. He was taken, and a publication made of it, which met the eye of a person who had a claim against him. Civil proceedings were commenced to recover it, and he came for ward and swore that the property was his wife', not hi'. 1 A Fugitive from Justice. Detectives Valentine and Perry, of New Bedford, Massa chusetts, arrived in this city on Monday night, in search of Edward E. Taher, alias Charles 11. Wood, who broke iail at the above-named place iu July, where he had been undergoing a sen tence of three years and six months for bur glary. The New Bedford oilicers were taken in chnrtre bv Detective Webb, ot this city, who kindly assisted them, and on Tuesday afternoon Taber was arrested at Adams Express ollice, where he had called for tho purpose of securing a package which he understood his father had bent to him. The prisoner is but twenty-one years of aire, lie has jumped the bounty three ailltreut times, and hns committed several bur glaries. Yeerday morning Detec'ives Valen tine ana Perry escorted the fugitive to New liedXcrd, where ho will be remanded to his old quarters, there to serve out uia remaining term oi imprisonment. A Litkrart Thikf. Charles Lynch is a seedy-looking fellow, but he bus uot quite a thirst ior literature. Yesterday he entered the cilice of Charles E. Smith, So. 142 South Fourth street, during the temporary absence of Mr. Smith, and was cautrht in the act of packing up a lot of books ready tor removal. A coat found in possession of the accused, was ideutified by Edward A. fcpangler, No. 123 South Fourth stree', as bloncrii)sr to hlru. Lynch acknow ledged steuling the garment, and pleaded poverty as an excuHe. He was sent to prison in default of bail for trial. Accidents.
