A bitter prejudice exists against the freedmen and white loyalists, among many of the re turned Rebel soldiers, who style themelves "Regulators," and live by depredation and rob bery upon these people. The military authori ties are prompt in arresting these marauders and turning them over to the United States Circuit Courts for trial under the Civil Rights bill.
