The bureau does not do enough to secure the rights ot the negro, I will admit; but it does not burn negro churches and scbool-housi; it does not reject negro testimony. It is tme that a colored man was convicted by Captalu II. James I burglary, and sentenced to hard labor at ditchintr. The man escaped from the guard, and in attempting to arrest him a white tiian employed by Captain James fired upon bum as he was swimming the river, bavin? first ordered him to return to shore and surren der. The whole transaction was reported to me, and I, hoping that the shot had not taken etl'ect, returned the papers to await further evidence. Such evidence was afterwHrds obtained, and just at the time when thes" IIera'4 correspond ents were in North Caroli.ua, I received tile in formation that the n&gro man was actually k:lled, and an oflicer was ordered at once to in vestigate the whole matter and report upon it for lurlher action. II, Stenhouse, editor of the Salt Lake City Daity Telegraph t and Mr. Thomas Tay lor, agent for Mormon immigration, arrived here to day from Utah. They report that the territory h)in a nourishing condition. Mr. Tay lor comes east to prepare for the reception of a large number of Mormoo immigrants, who are expected to arrive here early in the summer. About one thousand are to cotue from Norway and Sweden, and probably seventeen hundred from England. Others will arrive Irom various parts of the continent. In all, about three ihourand Mormons from Europe are now pre parole to emigrate to Utah, to cast in their lot for life with the disciples of Brierhara Young. There are now about one hundred Mormon nuii elonnries in Europe, working under the direc tion of "Brother lirlgham," and encouraging emigration. Mr. Taylor is about to open an oitice in ibis city, in which the general business ol the Mormon immigration will be conducted. N. Y. Evening Post, 15. Naval Intelligence. REDUCTION 01' THE COAST SQUADRONS. ' In pursuance of orders received from the Navy Department, our coast squadrons, known respectively as the Atlantic and Gulf Squadrons, are being rapidly reduced. Within the past month no less than four vessels have been de tached from the Gulf Squadron and ordered to various Northern ports to be laid up or sold, as may be deemed best. The vessels nelected for removal are generally those which have seen the most active service, aud before another monto it w expected that more than half the vessels now doing duty in the above-mentioned squadrons will be laid up in ordinary or sold. A lurge sale of unserviceable war vessel will shortly take place at the Brooklyn Navy Yard, to which a majority of the vessels to be laid up will be sent. While our home squadrors ara being largely reduced, the Navy Department has steadily kept making increases to the squadrons assigned to duty in foreign waters, aud even now our foreign fleets bear favorable comparison with thOfCof the great naval powers ot Europe. There are now over thiity vessels titling out for foreien service, a large number of them being in'endod for the South l'aciflc and Asiatic squadrons. . ' 'A New Style or Steamboat.
