Fruticisciis, who for a long term of years did ably the duties ot Super intendent of the Philadelphia Division of the Pennsylvania Kailroari, in pursuance of a deter munition biifted upon evidences that his strength was becoming exhausted, and that repose was necessary, retlgucd the position, and Mr. 8. P. Darlington wo appointed in bi stead. Yester day alternorn, at the olliee of Mr. l-'rauciscus who now holds the less arduous post ot (Jeneral Agent of the road a service of solid silver plate was presented to him bv the ollicers and em ployes of the division. The affair was an en tire surprise, none the less acreeable that the testimonial took the 6hune of a dinner set of six teen massive pieces in silver, wrouzht in the very highest style of the silver-worker's art. Most ot those preeut had been associated with Mr. Franciscus for many years, and the hum bkst of them had learned to love and esteem him as a considerate friend. The plate was presented on behalf of th" donors by George W. Mehairy, of Marietta, Pa. It was received by Mr. Franciscus in person, in a brief and modest speech, in which, after ex pressing his gratitude for so kind a remem brance, he promised to forward to the Commit tee a more enduring expression of his feelings. We have seen and have been present at various aflairs of corresponding character. We have never known an occasion that passed with greater pleasantness than that of yesterday. A (telighttul collation followed, at which the com pany present still further rendered the day memorable. The silver, that will become an heirloom in the fumily of the recipient, la thus inscribed: Presented to G. C. Franciscus, Superintendent, by the employes ol the Philade'pina Division, Femieyl vauia Railroad, January 1, 1H06. Each piece bears also the monogram of Mr. Franciscus. The style of the service is antique, and the ornamentation consists mainly of me dallions. New ScnooL-HoudEs. The Committee on Property of the Board of Control met yester day afternoon, to consider how and in what manner it would be best to procure suitable plans for new school-houses. With the view of eliciting the views of others, the Committee in vites the presence ot the Committee on Schools of Councils and all the architects of the city. The principal design seemed to be the mode of drawing into fair competition all the skill and talent whieh Philadelphia can command. The great ditliculty which has operated in the pa-it most in uriously has been the risk which each architect ran in having his plan rejected, and thus being at a loss ot time, labor, and expense without compensation. To remedy this it is suggested that each architect appointed by the Committee should be pa'd a certain sum for his plans, which should be the property of the ltoard a sura equal to the amount which the same actually cost and the architect presenting the plan best approved should be the architect of the building. This was the suggestion of Edward Shippen, Esq.. who said it had been adopted in the case of the Burd Orphan Aylum, and proved a wise nne, and met with the ap proval of all the architects. The subject of school buildincrs, it seems, will receive the most careful attention ot the Committee on Property, and we are glad to tind we have so good a pros pect of school-houses worthy of the name and a credit to the city. Police Items. Robert Cooper, commonly known as Bob Ridley, had a hearing betore Com missioner Seigeant, charged withdealingin coun terfeit money. Serueant Cameron, of the Thir teenth Police District, testified that the de fendant was arrested at a tavern in this city, and that he had on his person six twenty dollar bills, all counterfeits, on the First National Bank ot Portland, Connecticut. He was held in $2000 for his appearance at Court. Arthur Held had a hearing at the Central Sta tion yesterday, on the charce of appropriating goods at the store of Theodore Weil & Co., No. Til South Third street. The accused had been in the employ of the firm as a book-keeper, and atter leaving visited the store occasionally. Goods were missed, and it was ascertained that the defendant had taken articles of the same character to another store to be sold. Some of these were recovered and identitied. The de fendant was hound over t j answer. Gustavus Winhold and James Diamond were arrested on the charge of throwing stones at a tire company, by which one of the lamps of the Friendship Fire Comoanv's apparatus was broken. They were held in $500 to answer. Tiie Apprentices' Library. The annual report ol this institution is Just issued. It is a suull pamphlet, but is nevertheless full of sug gestiveness in its eveiy l'ne. The amount of good that it does can never wholly be known. It is remarkable, howevc", that of its haudsome collection of books in:im that used to be much sought alter are nov comparatively little read. The regular quarterly meeting of the Historical Society of Penns)lvania took plane at the society's room, corner Sixth and Adelphi streets, last eveninu. Dr. B. II. The amended constitution, as passed at the Btuted meeting in January, and recorded in the minutes of that meeting, was read as referred to this meeting by the Executive Coun cil, together with amendments thereto pas.ed by the Executive Council. Mr. Aubrey II. Sinith presented and read an amendment to the uloresaid amended constitution. The conside ration of this amendment went over until the next quarterly meeting, to be held on the first Monday in August. Mr. Charles W.
