IUvaha, April 28. By tho aamor JWaist, which arrived yesterday, we tvv news from 8t. Domingo to the 14th Instant, A synopsis ot which is sublomed : The Monitor of tho 24th f March states that a revolutionary movement, which occurred lately on the south frontier, a crm-rally disapproved of by the people, as vas shown by the spout me oosiiPBS with which, they bad come lorward to suppress it at th tirst cull ot tbe Government. As won as the atter heard of the events on the line, Just when the necessary measures were taken to luce the diIiculties, Pome outlaws had the hardihood to surprise the towns of San Crls tubal, Hum, ar.d Sun Jose da Ocoa, while the inhabitants were occupied at their ordinary labors. All at once the cry of revolt was heard aroonf them, to winch no resistance could bo made lor the moment The Rebels had it all their own way, as far as from Jaina to the comities of Ocoa. The object was to do the same mischief in ihc vic'nity of Azua, and, in the belief that they would find the inhabitants unprepared, sent a small force forward, which succeeded in reaching Charcus, and there they halted. Hut the authorities of Azua, who soon observed their movements, quickly scut some troops garrisoned there to oppoue them. While those proceedings were bcinjr carried forward Colonel Jose Joaquin Handiest tu.ik command ot an organized body ot the citizms of M:miel, and succeeded, subsequently, iu re storing order amonor the inhabitauis ol'M;in J ne de Oct a. At the same tune Colonel Manuel Itoman did the snrne thin? at B.tni. This beo.aed to be, and no doubt u w.c, unknown to tiio rebel", 8" tbe same le t Azua with the int"Ution of vlvintr tlph' to Ui"' Government lorces. On their wav the r bels ascertained what had occurred at Buni and Muiiicl, auu lli'iko t these placet. Tho-c ot their party who had been prested into the movement now deserted in larjic numbeis. The cominand'nir oUicers flnT ine themselves in a predicaineut unsupported, diminished in strcnutn continued on, never theless, hopinr to receive icin'orcenients in thf vicinity of Sun Custobal. They were airala doomed to reverses, a, at the same time that tranquillity was catablished in 8an Joe de Osoa and Hani, the proper authoiities sent a column, nnderthe command of General Antonio Guz man, to San Cristobal. The arrival of these troops on the bank of the river opposite Sun Cristobal, instead ol being attended with a tierce con ilict, proved a great surprise in one sense, in that the rebels m arms, and who formed line of battle as it for the object 1 defense, welcomed tbe Oovernment troops, and shouted vivas in a highly friendly and lively manner. General Guzman's command crossed the river, entered San Cristobal, and received public demonstrations of welcome from the people at large. At the sum" time they showed their williugnes to adhere to the ad ministration ofUaez. The ellect was disastrous to the rebel columns and leaders, who tound their plans completely thwarted, and themselves without followers. Colonel Detideiio Pozo, an active rebel com manding ofliccr. as captured, and Colonel Mar cos Cabral, another rebel, made his escape and put himself under tho protect! n of a loreiga flag. The remnant ot the rebel force now on the frontier is the only antagonistic power the Government Las to contend with; and as it is small, disorganized, and without esprit, it will soon be mustered at !ea.st so the people and the papers say. The commanding general of Azua has been reinforced with troops sent from La Provincia del Seybo and with all needful munitions ot war. At last accounts it was premised that the diffi culties arising from paitv purposes would be set tled, that compromises would be made, and that peace would ensue. In a later UHmber of the Shi Doraineo Monitor (of the 7th ult.) we tind a paragraph to the effect that the Government troops had taken perma nent possession of San Juan and Neyba. The well-disposed portioi,s of the inhabitants of both places, who fled to the mountains lor safety, were returning to their homes. In continuation of tho military operations on the part of tbe Government, two columns were sent out, one moving to the right via San Juan, under command of Generals Baez and Gusman, and the other to the left via Neyba, the latter being commanded by General Bias Moldanado. The column which moved on the rieht demonstrated against Coroso, and the other Bimultaneoutjly agiinst Barrancas. Both ol these places are situated on the lett bank of tho river Yaque. Subsequently the columns united and again divided and continued their marches along the left bank of the river. In this movement the advance had a skirmish with the enemy. The Monitor of the 14th. in an article contain ing comments on the military situation of the hour, said: "The military operations now being carried on in the South, if they art- not bringing about as speedy pacification as could be wished, it is only because of the difficulties attending campaigning in so broken a country and not fiom lack ot endeavor. The rebels who were at and in the neighborhood of Neyba have broken oil' into small guerilla bands, and tney will not be pacified until they are either all captured or exterminated, and the Government is ready to proceed vieorously to attain one or both ol these results. The column which moveS to the right from general array headquarters, now has com plete control oi tbe valley ot SanJuan. The in habitants of tho valley daily express their anxiety to have tranquillity once more restored, and to gain this object many of them have tem porarily entered tbe service of the Government and thereby added considerably to the army's strength. Their efforts will contribute greatly to the early restoration ol peace." Xcio York Uera.d. MATTERS OVER THE RIVER. Handsome Yacht. Hod. John F.
