At a late hour yesterday atternoon the body of an unknown man floated ashore at one of tho ship-yards at Cooper's l'oiut, and was taken In cliurgo by Coroner Roberts. Deceased had been in the water, from appearances, several weeks. Ho was pretty well dre?ned, had on a good Bait of fancy caseimere Btoel-mixed cloth, and other clothing in correspondence; was five leet seven inches in height, and from thirty-five to forty years of aee. Ilia hair was rather light, but Lis whiskers of a sandy hue. Nothing was found upon his person except a small silver cased Swiss watch, a tew photographs taken in Germany, and several TbiUu-curds containing names ot different individuals. lie was a Ger man, and the body has been appropriately in terred by the Coroner. The Uig htstown Fire. Tho disastrous conflagration at Illghtstown, mentioned in yes terday's Telegbiph, was attendad by serious loss. Eighteen buildings and a large amount of goods and furniture were consumed, reaching a loss of nearly $50,000. There Is not a single fire-enpine ownod in the village, but this terrible calamity will no doubt ktimulate the citizens to renewed and successful er.erpy in procuring one. It is thought that with the assistance a good fire-engine would have given much of the property destroyed coull have been saved. ; ! Melancholy Accidont. DEATH OF COL. BOWKBS, OK GEN. GRaKT'S STAFF. GaI8on's Station, N. T., March 6. Colon! Bowers, Adjutant-General on Lleutenaat-General Grant's Staff, was instantly killed to-day by fall ing between two cars, while aitemptint; to got -tt a train which was just starting from this sta tion, on the Hudson River Railroad. General Grant Las ordered the remains to be sent to West Point, in the care of Major Hill. Colonel Bowers was a native of Illinois, a printer by trade, and formerly edited a Demo cratic newspaper in that State, lie entered the army at the outbreak of the Rebellion, joining General Grant during the operations asrainst Forts Henry and Donclson. At the battle of Shiloh he was ordered to duty at Grant's head quarters, and was appointed Atd-de-Camp. In November, 1802, he was appointed Major, and Judge Advocate ot the Army of the Tennessee, nd in September, 1863, was promoted to the rank of Lieutenant-Colonel and Assistant Adjutant-General. From that time until the surren . tier of Lee he was General Grant's Chief Assistant Adjutant-General in the field, and was retained in the same position at Washineton, when Gene ral Grant established his headquarters there, lie was a conscientious and capable oQloer, and possessed the full contidenoe of General Grant, to whom his sudden and terrible death will be a severe aillictlon. The Mississippi Stay Law. The High Court ot Errors and Appeals in Mississippi decides that the Slay Law adopted by the Legislature at its , last session is unconstitutional first, because it violates the Constitution of the United States and also of Mississippi, both of which prohibit the passincrof any law impairing the obligation of contracts; and, secondly, because it violaU s the provisions of the State Constitution, which declares "that the courts shall be always open and liuUice administered therein without sale, denial, or delay." The Mississippi Index fcays: "This decision, founded as it is in rltrlit and iusticc, will be hailed with delight by our people. We denounced the law at the time of its passage, and record with pleasure this action of the 1udi clary which prevents it from going into opera tion."
