The United States steam frigate Chat lanooqa is now completed and ready for sea. Her engines have been subjected to the usual ninety-six hour trials at the Nary Yard in our citj, and have fully justified expectation. Htte will start on her trial trip in a few days, and on her return will probably make a trip to Europe. She will be commanded by Capialn J. McKinstry, a gentleman well known lor his prompt sup pression of the naval bounty frauds, Bud the sweeping reform which he instituted when he took command of the receiving ship North Caro lina, in 1864. All the officers of the Gliattanooga belong to the regular naval service, and she U laid to ba the only vessel in commission which has no voluuteer officers. The Chat tanooga havinir been constructed solely with a view to speed, it 1s confidently expected that with her great length, sharp lines, and powerful engine she will make at least thirteen knots an hour. She was built by Messrs. Cramp & Sons, ot Kensington, and is a wooden propeller frigate of the lb lowing dimen sions: Length, 330 feet; breadth of beam, 41 feet; depth of hold, 21 feet; draught of water when fully equipped, 17 feet; 3233 tons burden. She is the sharpest propeller man-of-war ever built in this country, and if there is anything in the model she has all the qualities of the fleetest vessel aflout. Her armament consists ot sixteen broadside gun', ten and eleven calibre, and one rifle pivot on the forecastle. Mr. Buddiman, from the Juaiciary Committee of the House of Represen tatives of our State Legislature, has recently submitted the following bill, which was read and appropriately referred : An Act filiating to Damage for Taking Property for Publio Use in the City of Philadelphia. Section 1. Ba it enaoted by the Senate and Home Of Representatives of the Commonweatb of Pennsyl vania in General Assembly met, and It is hereby enaoted by the authority of the same, That the amount of damages to be assessed for taking any real estate or other taxable property in the city of Philadelphia for publio use for a street, road, high way, pubue park, or otuer parpose, shall never ex ceed twice Uo highest amount of winch the same has been assessed lor taxation, and upon which taxes have been paid at any time within Ave years Immediately preceding such taking, and the city ot Philadelphia shall not pay any greater amount tor property so takes. The Ambbican Union Commission invite the attention of the Christian ministry and the benevolent publio to the report of their agent in Georgia, to be found in another eolumn of this paper. The Commission need ten thousand dollats to carry on their work of education in the State of Georgia at the present time. A matt named Frank Kerilgan, an employe of the Pennsylvania Railroad Company, while coming to this city last evening on the train from liar xiaburg, was killed near Parkesburg.
