The annual meeting of tltu contributors of the "Pennsylvania Institution lor the Deaf and Dumb" was held yesterday nifcrnoon. The meeting of the Franklin Institute was held last evening, at which officers for the ensulns year were elected as follows: President, William Sellers; Vice-President, J. M. Towue; Secretary, Henry Morton; Treasurer, Frederick Fraley. A curi ous experiment, lately brought into notice, by which it i6 demonstrated that pure blue and yel low light do not make green was shown, as also a new means of causintr the direct uniou ot oxygen aud nitroeeu by the presence of a hot platinum wire, in a vessel o!' r.inmonia through w hich a stream of oxygen i3 passing, and a pho tourapn ol the solar spectrum showing the dark lines first observed by l'nttui'iotbr, was thrown by means of a manic lantern on the screen. Professor Rogers then pu -'uted a photograph ot the moon, which was like Lie projected on the screen. Bt. Joseph's Hospital. The report of St. Joseph's Hospital lor I8u5 has just beu issued, from which it appear that sinre tho rstablishment of the Hoopnul on the 1st of January, I8i9, there have been 30119 cases treated, of which 21)66 were pay patient and 1573 poor patients. Of 'the whole number, 291)6 weie cured, 193 relieved, 110 removed, 322 died, and 70 remained on the lut of January, 1866. The total receipts from pay patients lor seven years amounted to $i;3.137-51; and tho total ex penses for the same period were il(J9,785,JU. From the opening of this institution by tho Sis ters of Charitv, over 1500 indigent patients have been treated and supportel gratuitously. Motion gives us tho conception of something that is moved, which associates with itself ppaee. When an object moves it is not bv a force of Itself, but it is simply an action or ex hibition of lorcc. Force can no; be supposed to bo destroyed, becau;e the fiat of God may bo rightly ludted to declare that while matter can not be destroyed, force is likewise eternal. Motion can be changed in it? mode of pheno mena iuto light, heat, electricity, magnetism, sound. The Professor then proceeded to demonstrate practically that the study of nature would unfold gems and treasures of poetry and romance: that chemistry and natural philosophy contained the materials lor enjoyment and instruction in ample profusion. The first experiment consisted in placing an in visible, impalpable azencyinto balancing cones, so that the cones were alteruately projected up ward and downward. A lame series of experi ments were perlormed by the Professor, with interesting, curious, aud s-tartling effects. Yet, when the explanations were given, the results produced were evidently founded on scientific principles. The paper cone that was borne down ward by the Inpourlng of au invisible agent was tiled with chukc-damp, heavy air, or carbonic acid. The reversed cone that was propelled up ward was filled from underneath wi'h hydrogen, much lighter than common air. Professor Rogers presented, in corroboration of the principles which he had enunciated iu his ooenmg address, many experiments, the popular descriptions of which would be impossible, but the beholding of which was profoundly inte resting. Prolessor Rogers, returning thanks lor the aid rendered by his assistanc, bv Dr. Hunt, Mr. Par nsh, Dr. Donens, of New York, aud other dis tinguished gentlemen, lor the ensuing experi ment, exhibited, by shadows pustlon a screen, a beautilui illustration of the decomposition of water by galvanic action, the hvdrogen and oxy gen gases frejd being magnified so as to be visi ble to the entire audience. After other pleasing experiments, illustrative ol the immutable laws governing thejforces of nature, the lecturar would have concluded his discourse, hnd not the unanimous voice of the audience requested its extension, and near 11 o'clock the vast assembly dispersed, highly edi fied and delighted with the evening's entertain ment, Councils Must be Economical. The City Controller, in his annual report, shortly to be published, w ill submit several suggestions to Councils in reference lo the financial condition of the city. He says that ''the income from municipal 'sources, with the tax collected iu lbtio, could not possibly equal tne expenaitures, inctensed as they were above the amount com puted irom the requirements of the several Departments returned on the 1st of November, itio4, oy increase oi salaries, cost ot supplies and labor, and the large demand in the early part of the year lor the payment ot a d propria tions for bounties beyond the amount of loan authorized tor that purpose; and with th pre sent rates of tax for I860, It is almost entirely dependent on Councils whether ft will be ade quate to meet the demands ot the Departments, und sufficient to restore public confidence in the securities ot the citv, so that the loans may be sold and maintained at par, or suffered to depre ciate; and with the loans now on hand disposed of at par, it will be by the most rigid economy, ignoring extra appropriations, that the estimated resources will prove suuicient to meet the known requirements of the city." There is, perhaps, no more important office in the municipal government than that ot City Controller; or none requiring greater energy, probity, and business sagacity. Mr. Joseph It. Lyndall, the present imumbent, in the dis cbarge ot his ollicial duties has exhibited these bui-iness qualities in a pre eminent degree.
