Note 2. Fifteen minutes (hall be allowed for
opening and closing the mail at all offices on the
routes where no particular time is fpecified.
Note 3. For every fifteen minutes delay (the
impassibility of rivers excepted) in arriving af
ter the times prefcribqd, in any contrail, the
contrailor shall forfeit one dollar -, and if the
delay continue till the departure of any depend
ing mail, whereby the mails destined for such
depending mail Ibfe a trip, an additional for
feiture of five dollars (hall be incurred.
Note 4. If any persons making proposals de
sires an alteration of the times fpecified he must
state in his proposals the alteration desired and
the difference it will make in the terms of his
contrail.

in the carriers will be stipulated in the contrail.
Note 6. The mail on the route No. 1, fha4l
be carried in a Sulkey during three months of
the winter season, having a box or chcft to fa
cure the mail from rain. The mails on that
route during the reft of the year and tfie routes
No. 1 and 3 (hall be always carried in a light
box Efficient to defend it from the rain, or a box
within the body of the stage.

The French cartel Schooner Two Sifters,
capt. Paudeaux, in 4 days from the Mole,
• arrived at Port-Royal on Saturday evening.
Lieut, col. Porter is arrived in her, with
dispatches from gen. Touiflaint to Lord Bal
carres and admiral Parker.
By the Judith, in 4 days from Cuba, in
-1 formation is received, that the brig Conquest,
capt. Glegg, of this port, was attacked and
captured on the 12th of Oft. by two priva
■ teer schooners ofF the Isle Pines ; one of
1 them mounting 1, the other 7 guns 6 poun
' ders. The largest was beat off, but captain
Glegg had then received a mulket fliot thro'
. both legs, and when veering his veflel, he
received another through his head, and in
stantly expired. His mate soon after
t wards was killed, and the vessel being close
' ly attacked, surrendered. The Couqueft
' and the privateers were lying in a bay near
Batibeneau.

The schooner Mary, from Norfolk fur
this port with a cargo of Staves and Shin
glei, fprunk a leak to windward of Yallahs,
and was ran afliore by the Captain, the lum
ber will be Saved.
We are imformed that the American
ship Zenobia, that failed from this not long
ago, Sent armed boats into the place in the
C.aymanas, where the prize to the Conquest
brig was lying with a view to cut her out,
but were obliged, from Superior force to
retire.

RICHMOND, January 4-
On Tuesday lad, General Pinckney, one
of our late envoys to France, arrived in.this
oity, with his family, on their way to Charles
ton, South-Carolina, the place of their reli
dence. Information having been received,
that General Pinckney was expefted in Rich
mond on that day, Captain Austin's troop of
horle, joined by many refpeftable citizens on
horSeback, marched out and met the General
about five miles fr»m the city, and on their
return were met at Bacon-Branch by captain
Richardfon'scompany of Light Infantry Blues
who having joined in thft escort, accompa
nied the General and his family to the house
of General MarfhaJl, where he had been kind
ly invited.
Yesterday an elegant entertainment was
given at the Eagle-Tavern, by a number of
refpeftable citizens, to General Pinckney,
at a teflinjony of the high refpeft they en
tertain of his'talents, and of the gratitude
which the many service* that he has render
ed his country, as well as the firm and able
conduft which he displayed during the time
he was employed in endeavoring to treat
with the French direftory, have impressed
on their mind?.
Gen. Pinckney. we nnderftand, it to leave
Richmond this day, on his was home, We
also learn, that the citizens of Petersburg
are preparing for his reception.

A Philadelphia paper some time ago, in
formed the public that a new drama, found
ed on the failure of the negociation at Paris,
was in preparation, and would, it was ex
pefted, be brought on the stage, in the
course of the ensuing feafpn—l have had the
pleasure of peruling tne piece alluded to, and
although I cannot give to it the praise of
true dramatic excellence, yet I think, con
sidering the Subjeft, it merit iuffi
cient to recommend it to an audience.
Claiming neither the charafter of sparkling
wit nor profound Sublimity, it consists of
but a few Scenes, wj-itten in a chaste and im
prelfive style, the denouement of which is
calculated to exhibit in true colours the vil
lainous policy which diftated the conduft of
the ate/j bifliop.
As the Theatrical season it to commence
the beginning of next month, it is hoped
the enemies to that nefarious tranfaftion will
give Support to a performance which under
takes to heighten its oclium—At all times the
drama might be made the School of political
and moral virtue, but on the present oc
casion, nothing is more calculated to ex
pand and invigorate the energies of patriot
ism, than puhlic national- Speftacles—and
the managers, if their patriotism is not tain
ted with French influence, will surely give
it ample encouragement.

For the Amir of the Usited States.
THE uniform of the commander in chief,
to be a blue coat, with yellow buttons, and
gold epaulets, each having three lilver stars,
with lining, capes and cuffs, of buff—in win
ter buff vest and breaches—in fumrner, a
white vest and breeches of nankeen The
coat to be without lappels, and embroidered
on the cape and cuffs and pockets. A white
plume in the hat, to be a further diftinftion.
The adjutant general, the aids, and Secre
taries, of the commander in chief, to be
likewise diftinguilhed by a white plume.
The unitorm of the other general officers,
to be a blue coat, with yellow buttons, gold
epaulets, linings and facings of buff—the
under-cloathes the fame with those of the
commander in chief.
The major generals to be diftinguilhed by
two silver stars in each epaulet, and except
the intpefto* general, by a black and white
plume, the black below. The brigadier to
be diftinguilhed by one Silver star on each
epaulet, and by a red and white plume, the
red below. The aids, of all general officers,
who are taken from regiment*, and the offi
cers of infpeftion, to wear the uniforms of
the regiments from which they are taken.
The aids to be leverally diftinguilhed by the
like plumes, which are worn by the general
officers, to whom they are refpeftively at
tached.
The unifefrm of the aids of the comman
der in chief, when net taken from regiments,
to be a blue coat, with yellow buttons, and
gold epaulet, buff lining and facings—the
fame uftder-eloathes with the commander in
chief.
The ipfpeftor general, his aids, and the
officers of infpeftion generally, to be diftin
guilhed by a blue plume. The qßarter maS
ter general, and crther military officers in his
department, t,o be diftinguilhed by a green
plume.
The uniform of the infantry and artillery
to be a blue coat, with white buttons, and red
facings, white under-cloathes and cocked hats
—the length of the officers coats to reach to
the knees, the coats of the infantry to -be
lined with white, of the artillery with red.
The uniform of the cavalry, to be a green
coat, with white buttons linings, and facings;
white vest and breeches, and helmet caps.
Each colonel, to be diftinguilhed by two
epaulets ; each major, by one epaulet on the
right Ihoulder, and a strap on the left. All
the field officers, (except as above) and the
regimental ftaff, to wear red plumes—the
officers of companies are to wear no plumes.
Captains to be diftinguilhed by an epaulet
on the right (lioulder : lieutenants by one on
the left lhAilder ; cadets by a strap on the
right Ihoulder. The epaulets and straps of
the regimental officers to be of silver.
Serjeant majors and quarter-master Ser
jeants to be diftinguilhed by two red worsted
epaulets ; Serjeants by a like epatilet on the
right Ihoulder ; corporals by a like epaulet
on the left Ihoulder ; the flank companies to
be diftinguilhed by red wings on the Ihoul
ders.
The coats of the musicians to be of {he co
lours of the facings of the coqjs to which
they severally belong. The chief musicians
to wear two white worsted epaulets.
All the civil ftaff of the army, to wear plain
blue coats, with yellow buttons, and white
under cloathes.
No gold or Silver lace, except in the epau
lets and straps-, to be worn.
The commissioned officers, and cadets to
wear Swords.
All perSons belonging to the army, to
wear a black cockade, with a Small white
eagle in the centre. The cockade of non
commissioned officers, musicians and privates,
to be of leather, with Eagles of tin.
The regiments to be diftinguilhed from
each other, numerically. The number of
each regiment to be exprefied on th« but
tons.

the surplus of the duties on Imports and Ton

also for paying and discharging the principal
lum or sums of all the monies which may be
borrowed, according to the term or terms which
may be fixed, pursuant to the authority afore

permanent Revenues for making up any deficien
cy that may hereafter appear in the provisions
before-mentioned for pivi«g the interest and
principal sums, or either'of them, of any mo
nies which may be borrowed pursuant to the said
Ail. And whereas the Prefidetit of the Unit
ed States did by an Ail or ConwnifDon under his
hand dated the ninth day of January in ths year
one thousand seven hundred and ninety nme,au

lury, to borrow on behalf of the United States,
any sum not exceeding in the whole, five mil*
liJms of dollars and to make such contrail or

I ft. A book for receiving fubferiptions to a
Loan of five millions of dollars for the use of
the United States Ihall be opened inthecity of
Philadelphia, at the Bank of the United States
on Thursday the twenty eighth-day of February
eafuing, which book {hall continue open for the
pnrpoie of receiving fubferiptions, until the
whole of the said five millions of dollars ihall
be fubferibed. If more than five millions of
dollars (hall be fubferibed on the firft day of
opening the said loan, the surplus (hall be de
duced in proportion to the sums fubferibed by
| individuals, exceeding four thousand dollars.
ad. For every hundred dollars which may be
fubfc%bed there (hall be forthwith depofitcd and
paid the sum of twelve dollaft and fifty cents,

tary of the Treasury however reserves the ripht
of reducing the number of installments by spe
cial agreements, with the individuals who may

3d. On the failure of payment of anyinftall

tenor of the second article, the next preceeding
installment of twelve dollars and fifty Cents,
which (hall have betn paid, for every hundred
dollars fubferibed (hall be forfeited to the Unit-

paid to the credit of the United States, at the
Bank of thfc United States, cr at the offices 0?

New-York, Baltimore, or Charleston, or at ei>
ther of the Banks of Salem, in MaflkchufettSf
Newport and Providence in Rhode-Ifland,Hart
ford in Conneilicut, Albany in New-York, or
Alexandria in Virginia, for which payments,the
receipts of the Cashiers of the Offices of Dis
count and Deposit and of the Banks aforefaid
(hall be received at the Bank of the United States
as equivalent to money; but no payment of a
fubfequeflt inftaUmcHt fliall be received at any
other place than that where the firft inftallmer t
was paid, except at the Bank of the United
States ; in cafe any depolits (hall be made at the
offices of Discount or Deposit, or at either of
the Banks aforefaid, which (hall not be applied to
the payment of the firft hiftallment of fubferip
tions to the Loan aforefaid, the (aid deposits
(hall be forthwith refunded by direilions from
th# Treasury. •
5 th. For the sum' or number of (hares of one
hundred dollars, which may be fubferibed, cer
tificates (hall be given by the Cafhierof the Bank
of the United States, which (hall be aflignable
by indorsement, and delivery of the partiesSn
whsfe favour the said certificates may be ifliiei,
until the completion of the paymentc required
by the tenor of the second article preceeding.
4th*. The sums fubferibed and paid in pursu
ance of the tenor of the second article preceed
ing, (hall after the said payments have been
compleated, constitute a funded capital flock
divisible into (hares of one hundred dollars each,
which capital flock (hall bear interest at the rate
of eight per centum' per annum from the times
fixed for the payment of the refpeilivc install
ments payable quarter yearly at the Treasury of
the United States, or at the Loan Offices where
the fame may (land credited, until theylaft day
of December, in the year one thousand eight
hundred and eight.
7th. After the lad day of December in the said
year one thousand eight hundred and eight, and
after reasonable notice to the creditors, which (hall
he given by an advertisement in fomepnblic news
paper, printed at the feat of the government of the
United State?, the said capital (lock (hall be re
deemable at the pleasure of the United States by
the reimhurfement of the whole sum or sums
borrowed, and which may constitute the said capi
tal (lock either at the treasury of the United State*
or at the loan offices where the fame may (land
credited.
Bth. The credits for the said capital (lock (hall
and may be feparatsly certified in sums either for
one hundred, four hundred, one thousand, four
thousand or ten thousand dollars, and the credits
so certified fliall be transferable by the creditors, or
their attornies, at the Treasury and Loan Offices
refpeclively, in pursuance of the rules which have
been, or which may b« sftabliftud relative to the
transfer of the funded (lock of the Un-ted States,
9th. A fufficient sum of the surplus of the duties
on Imports and Tonnage beyond the permanent
appropriations heretofore charged npou them by
law, together with the faith of the United States,
are hereby pledged for the fulfillment of this con
trail, in pnrfuance of, and according to the terms
and conditions of the ail of Congress herein be- -
fore recited.
