above dispatch, was born at Beaufort,
South Carolina. .September 29, IS3I
He was educated and graduated at
Saint John's College, Fordham, New
York, and was by profession a lawyer.
He served as a member of the state
legislature of S >uth Ctrolina for seven
yea r s from 18s8 to 1855, having been
four times re ejee'ed, and was elected
to the Forty-sixth congress as a dem
ocrat, receiving 20,568 votes against
3,'82 votes r'jr E. W. M. Slackey,
republican.

men were sent to prison for election
frauds and last week four others fo{-

convic'ed and punished. It is full
time that, stern justice be meted out to
a set of scouiubels who for ye ns have

of Ihe state of Pennsylvania as well.

new apportionment bill just reported
to the House, will be known as the

post dof the counties of Ctntre and
Miftlin. Judge Ot vis, will he presi
dent judge. Judge Mayer will pre
side over the 24th judicial district, con
sisting of the com ths of Potter, Cam
eron, Elk and Clinton, unless he
should move to Ch* ofi Id, winch has
been made ft seperate district (the
4ttli) where ho would remain at the
head of the court. Judge Hucher,
who fotmerlv presided over the courts
of Miftlin. is now in the 2Ph district,
including the counties of Union, Sny
der and J iniata. The new apportion
ment hill fixes the number of judicial
districts in the State at fifty-one.—
