It turns out that Mr. Hayes, the
ereat civil service reformer who has
for nearlyfour years occupied the pres
idency in spite of the notorious fact
that lie was not elected thereto, has
compelled the treasury officials to pay
him his salary moDthly in advance.
This he did in plain contravention of
paragraph 3,643 of the revised stat
utes, which provides that "no advance
of public money shall be made in any
case whatever," and in spite of the
protests of the officials of the treasury
tliis bold violation of the law. When
remonstrated with by a member of his
cabinet, he simply answered that he
mu3t have the money for investment.
But then, could anything better be ex
pected from a fraudulent president?
Ohio is said to have two or three
Congressmen whom it would like to
recommend as suitable for the Speaker
ship of the next House. If Ohio has
any candidates for that office ic would
lie impudent and heartless for any oth
er State to offer a candidate.
Several southern papers of conserva
tive hue 1 ' suggest Col. A. K. McClure,
of the Philadelphia Times, for a cab
inet position. Mr. i Garfield might go
farther and fare woise.
Delaware is the smallest state in the
Union, but sends the biggest senator of
them all to Washington, in the person
of Hon. Thomas F. Bayard.
WASHINGTON LETTER.

Senator Hoar offered a curious res
olution relating to the coming inaugu
ration ceremonies inthe Senate yester
day, instructing the Judiciary Com
mittee to coosiler and report whether
the assembling at the seat of govern
ment of large bodies of organized and
armed troops not under the command
of officers of the U. S. army, or any
National authority, be not likely to
prove in future dangerous in practice,
and whether any legislation or opinion
by Congress on the subject De desira
le. If a Democratic Senator bad done
this, and especially a Southern Demo
cratic Senator, the wrath of every Re
publican newspaper in the land would
have been poured out upon him. The
s ihject is interesting, however, and I
trust that Senator Thurtnan, now
Chairman of the Committee, will find
time to prepare a report. The idea
that the militia, and not a legulur
army, is daa/erous to the Republic is
one that none of the fathers maintain
ed.
There is now almost a certainty
that the appropriation lulls will be
passed before March 4lh. This fact
was incidentally stated in the Senate
yesterday, when a proposition was
made to consider the funding bill. In
deed so admirably have the appropria
tion bills been prepared l>v the House
Committee that they present no reason
able excuse for delay. In this list Ido
not include the ltiver and baibor bill,
which does not corao from the appro
priation committee. If possible, the
bill is worse this year than last.
Many proper subjects for Federal aid
are embraced in the provisions of the
bill—such as the principle harbors aud
rivers of the country, and other rivers
which, being in the general lino cf
travel only need improvements to be
come imm riant—but the geographies
and atlases have ueen searched for
streams unknown to leg i.la tors, tour
ists, or business men, and much of the
ten million a) preprint*d po to them
This is supposed to be made necessary
in order to get votes in the House for
the really proper expenditures. The
experiment of a really honest River and
Harbor bill has not yet been tried in
the House within my recollection.
The Re-apportionment bill is not in
good condition for passage at this ses
sion. Mr. Cox has injured its chances
by his violent opposition to other meas
ures. Mr. Reagan U3 longer hopes for
action 011 his Inter-State Commerce
bill, though it will probably be given
one or more days in the House next
week. Senator Morril yesterday said
he feared there would be an extra ses
sion it the funding bill failed. There
seems to be no good reason now for
doubting an agreement of tie two
Houses 011 tliis measure. There is a
disagreement as to the rate of interest,
but no other that can not be readily
arranged. The probability is a confer
ence committee will be able to bring
ths two Houses together ou the sub
ject by the 4th of March.
