second highest : umber ol votes for inspector, shall
not attend on the day ol any election, then Iheper
soa who shall have received the second highest
number of votes for Judge at the next preceding e
lection, shall act act as inspector in bis place. And
in ca*e the peison wbo has received it-.e bigh-st
number of votes for inspector shall not attend, the
person elected judge shall appoint an inspector in
his pl.ice, and in case the p-ison elected judge shail
not attend, then the inspector who received the
highest number at votes sha'l appoint a judge in his

It shall be the duty of the seveiul assessors re
