INSTRUCTIONS,
Containing conditions to lw incorporated in
the contracts, to the extent the department may
dean proper.
1. Seven minutes are allowed to each inter
mediate office, when not otherwise specified, for
assorting the mails: but on rasl-road and steam
boat routes there is to be no more delay than is
sufficient for an exchange oftlie mail bags.
2. On routes wheie the mode of conveyance
admits of it, the special agents ot the depart
ment, also post office blanks, n ail bags, hveks
and keys, are to be conveyed without extra
charge.
3 On railroad and steamboat lines, British
and Canada maris, when offered, are to he con
veyed without additional pay ; also, the route
agents of the department, for whose exclusive
use, while travelling with the mails, a commo
dious car, or apartment in the centre cf a car,
properly lighted, warmed, and furnished, onu
adapted to the convenient assortment and due
security of the rnaiis is to b° provided by the
contractor, under the direction of the depart
ment.
Railroad and steamboat companies are re
quired to take the mail from, and deliver if in
to, the post offices at the commencement and
end of their routes, and to and from all offices
not more than eighty rods from a station or lan
ding. Pr.ijjosals mav he submitted for the per
formance of all the side service—that is, (or oi
fices over eighty rods tram a station or binding.
4. .No pay will be made tor trips not per
formed : and for each of such omissions not .-at
isfactorijv explained three time..- the pay of the
trip may lie deducted. For arrivals so fur he
hind lime as to break connexion with depend
ing mails, and not sufficiently excused, - one
fourth of the compensation lor the trip is sub- :
' ject to foifeiture. Deduction will also be or
dered for a grade of performance inferior to that
specified in the contract. For repealed delin
quencies of the kind herein specified, enlarged
penaltu-s, proportioned to the nature thereof
and tile importance of the mail, nuiy he made,
fi. For leaving behind, or throwing off the
mails, or any portion of them, lor the admission
of passengers, or for being concerned m setting
up or running an express conveying commercial
intelligence in advance ol the mail, a quarter's
pay may be deducted.

quency be promptly and satisfactorily explain
ed bv certificates of post-masters, or the affida
vits of oilier creditable persons, for failing to ar

8. The Postmaster Genera! may order an in

may change schedules of depaithrcs and Arri
vals,and make theni conform in all cases to
connexions w.th railroads, without increase r,f
pay, provided the running lime he not abridged.
