Seven minutes are allowed to each inter mediate office, when not otherwise specified, for assorting the mails: but on rasl-road and steam boat routes there is to be no more delay than is sufficient for an exchange oftlie mail bags. 2. On routes wheie the mode of conveyance admits of it, the special agents ot the depart ment, also post office blanks, n ail bags, hveks and keys, are to be conveyed without extra charge. 3 On railroad and steamboat lines, British and Canada maris, when offered, are to he con veyed without additional pay ; also, the route agents of the department, for whose exclusive use, while travelling with the mails, a commo dious car, or apartment in the centre cf a car, properly lighted, warmed, and furnished, onu adapted to the convenient assortment and due security of the rnaiis is to b° provided by the contractor, under the direction of the depart ment. Railroad and steamboat companies are re quired to take the mail from, and deliver if in to, the post offices at the commencement and end of their routes, and to and from all offices not more than eighty rods from a station or lan ding.
