EPA expects all CAFOs to meet the new federal requirements by year 2006. The minimum federal requirements for all dairy cow or heifer-raising CAFOs are similar to Pennsyl vania’s current CAFO requirements. All CAFOs are required to develop and implement a nutrient man agement plan, keep records, and submit reports to the permitting authority. The specific requirements of a CAFO permit will depend on the category of the operation: Large, Medium, or Designated CAFO. The DEP has the authority to set additional requirements for any size CAFO. Therefore, it will be important for the dairy industry to keep abreast of how DEP interprets the EPA regulations into PA regulations. Pennsylvania dairy farms must take appropriate steps to protect the environment. Sufficient time and resources must be allocated for this purpose.
