Gov. Mark Schweiker applauded the USDA’s decision to grant his request for a disaster declaration for 54 coun ties. “These counties have been struck hard by the ongoing drought in Penn sylvania,” Schweiker said. “This disaster declaration will provide much needed help for Pennsylvania farmers.” In addition, the 11 surrounding counties may be eligible for assistance as a result of the declaration. To qualify for federal disaster assistance, farmers must have realized at least a 30 percent loss for a single crop. These farmers are eligible to apply for low-interest loans from USDA Farm Service Agency (FSA). Livestock farmers in the disaster area also are eligible to apply for USDA livestock payments. “Pennsylvania agriculture suffered an average of 46 percent crop loss statewide a huge economic hit for our farmers,” said Agriculture Secre tary Sam Hayes. “With this disaster declaration, our fanners can get much needed financial assistance to help us get to the next cropping season.” In August, FSA conducted a statewide assessment of crop losses, which determined that there was at least 30 percent damage to at least one crop in 54 counties. Based on these results, Schweiker requested that the USDA de clare a disaster in September. Assistance also is available to farmers through the Pennsylvania Crop Insurance Program. “Millions of dollars will go to participating farmers this year due to ap propriations made by the governor and state lawmakers,” said Hayes. “In just a few years, the number of crop insurance policies has increased from 6,000 to approximately 15,000 this year. We’ll continue this risk manage ment program on behalf of participating farmers.” In the next year, Hayes estimates that the Department of Agriculture will offer more than $2OO million in protection over the next year. Most of Pennsylvania has been under a drought warning or drought emergency since early in 2002. This was caused by lack of adequate rainfall over the previous 12 months. For many producers, this is the second severe drought in four years.
