    Farm Bureau Applauds N.Y. Ag Budget Proposal
GLENMONT, N.Y. The
New York State Senate has an
nounced the Empire State Farm
Assistance Program, setting $7O
million aside to enhance the eco
nomic development of one of our
state’s most important industries
agriculture. The Senate initia
tive, when fully effective, will
save farmers $4O million in taxes
and will provide $3O million to
agriculture for economic devel
opment assistance.

Bruno and Senate Agriculture
Committee Chairwoman Hoff
mann have demonstrated their
commitment to agriculture
through this budget proposal,”
stated John W. Lincoln, Presi
dent of New York Farm Bureau.
“Farms do not typically qualify
for traditional economic develop
ment programs. Our farms wel
come this targeted economic de
velopment assistance as it will
help the industry to ensure prof
itability in an increasingly com
petitive local and global market
place.”
The Senate’s agriculture pro
posal consists of four parts: the
Agricultural Systems Initiative,
Strategic Farm Planning and
Lancaster Farming

existing programs.
New York Farm Bureau,
along with other agricultural or
ganizations, has worked to devel
op the Agricultural Systems Ini
tiative, a program designed to
provide farmers with the best ag
ricultural knowledge in the coun
try. Funding for the program in
the first year is $7.5 million,
growing to $l5 million in the
program’s third year. With this
funding, Cornell University’s Co
operative Extension will be better
equipped to provide technical in
formation about agricultural re
search and technology, market
ing and labor issues.
The Strategic Farm Planning
and Grant Program would ini
tially provide $6 million in the
fist year and grow to $l5 million
in the third year, and would pro
vide targeted assistance directly
to farms for business planning.
This program would team farm
ers with professionals represent
ing agriculture, finance, market
ing, management and
environmental sciences to devel
op and implement effective busi
ness plans.

Senate is proposing several new
tax cuts for agriculture. They in
clude Refundable Group Health
Insurance Credit $l5 million;
Refundable Investment Tax
Credit $2 million; Christmas

In addition, the Senate is also
proposing additional support for
existing agricultural programs
around the state. The Senate
proposal expands the Governor’s
extensive Executive Budget pro
posal for agriculture. Included

The Jaguars are available
with a corn header equipped
with Auto-Steer or hay pickup
head. Optional equipment in
cludes a heavy-duty corn
cracker with quick removal fea
ture, mechanical four-wheel
drive and central lubrication
system.
