U.S. Senate Ag Committee Introduces Proposals WASHINGTON, D.C. U.S. Senate Agriculture, Nutrition and Forestry Committee Chairman Dick Lugar has introduced legisla tion to renew the lapsed presiden tial fast-track authority needed to negotiate trade agreements and knock down trade barriers. Lugar also' joined S 3 members of the Senate to introduce legisla tion that overturns an IRS ruling that would make farmers pay tax es on income they have not yet earned. Fast-track is the procedure Con gress uses to consider and approve trade agreements, negotiated by the President Under the system. Congress has 60 days to approve an agreement following presiden tial submission. Lacking fast-track authority, many countries are reluctant to ne gotiate with the United States fearing that concessions they have already made could be amended by Congress, forcing further nego tiations and more concessions. ‘ln 1996, agricultural exports reached a record of $59.8 billion. Continued growth is vital,” said Lugar, a senior member of the Senate Foreign Relations Com mittee. “World Commodity mar kets are often distorted by import barriers, export subsidies and state trading enterprises. These distor tions put American farmers and agribusiness operators at a disad vantage. The bill, titled the Trade Agree ment Implementation Reform Act (TAIR), allows legislation submit ted under fast-track authority to contain rally provisions absolutely necessary to implement an agree ment Prior law allowed provisions “necessary and appropriate” and encouraged deals with special in terests in exchange for support Fast-track legislation could not be amended except to delete pro visions that merely offset revenue losses from tariff changes. Lugar also introduced that fast-track bill in the last Congress. The Internal Revenue Service said last year they would expect farmers to pay tax on income in the year that a commodity contract is made, not the year in which the cash is received. This would even apply to fanners who use cash basis accounting.
