WASHINGTON, D.C.—The
American Crop Protection. Asso
ciation (ACPA) and the Agricul
tural Retailers Association (ARA)
announced joint guidelines to
assist the environmental cleanup
of retail agricultural chemical
dealer sites.
The new guidelines call for
both voluntary and fee-bas£cl
reimbursement mechanisms,
depending on the situation, and
are aimed at accelerating the
assessment and remediation of
contaminated sites.
ACPA President Jay J. Vroom
said, “We want to emphasize that
this joint agreement strengthens
our commitment to environmental
stewardship,”

As far as implementation is
concerned, ARA President Dr.
Paul Kindinger said, “We intend
to continue to work closely with
state and regional agricultural
chemical associations in address
ing this issue and believe that the
new guidelines will foster both
cooperation with them and greater
environmental stewardship.”
Common elements of the new
guidelines, whether voluntary or
fee-based, include:
•Confidential environmental
audits.
•Clean-up standards keyed to
the future use of the site.
•Acceptance by appropriate
state authorities of completed
remediation programs.

Key features of voluntary pro
grams include incentives to prop
erty owners, provided sites do not
represent immediate threats to
health or the environment, and
flexible cleanup schedules. Essen
tial provisions of fee-based prog
rams are maximum and minimum
balances for the remediation fund,
significant financial deductibles
for dealers and growers to initiate
cleanup, ceilings on total reim
bursement per remediation, and
collection of fees at the retail deal
er level.
To date, Wisconsin, Minnesota,
and Illinois have enacted legisla
tion establishing agricultural
chemical cleanup programs.
Approximately 20 more states,
including Ohio and Pennsylvania,
have established voluntary reme
diation programs available to
everyone, including dealers,
growers, and industrial users.
