Essen tial provisions of fee-based prog rams are maximum and minimum balances for the remediation fund, significant financial deductibles for dealers and growers to initiate cleanup, ceilings on total reim bursement per remediation, and collection of fees at the retail deal er level. To date, Wisconsin, Minnesota, and Illinois have enacted legisla tion establishing agricultural chemical cleanup programs.
