The Na tional Com Growers Association (NCGA) voiced its disappoint ment after learning that the Re newable Oxygenate Requirement (ROR) has been struck down by the United States Court of Ap peals. The Environmental Protection Agency (EPA) promulgated the ROR as a means to help ensure a role for cleaner burning renewable fuels in the Reformulated Gaso line (RFG) program which began on January 1, 1995. Shortly after the ROR was finalized by the EPA, the American Petroleum In stitute, National Petroleum Refin ers Association, and the American Methanol Institute filed suit to ob tain a stay, which would prevent .the implementation of the ROR along with the RFG program.
