These ambassadors will serve Itate Cost-Share Applications ANNAPOLIS, Md. Mary land Department of Agriculture (MDA) Secretary Lewis R. Riley announced that the Maryland Agricultural Cost-Share (MACS) Program is accepting funding applications for winter cover crops to be planted this fall to tie up residual nitrogen in the soil. Cover crops are an agricultural “best management practice” used by farmers to protect water quality in the Chesapeake Bay and its tributaries. “This program is an excellent tool for the farmer to preserve nit rogen and phosphorus and reduce nutrients from entering the Bay waters,” said Riley. Rye, rye/legume, barley and wheat planted during the fall of 1994 are eligible to receive cost share funding for $lO.OO per acre. Farmers should submit a cost share application to MDA through their local soil conservation dis trict between July 5 and August 5 for the 1994 growing season. Both tenants and landowners may apply for assistance. The Maryland Agricultural Cost-Share Program provides far mers with up to 87.5 percent of the cost to install selected best man agement practices (BMPs) to pro tect water quality and control nutrient movement. Grassed waterways, spring developments, and animal waste storage struc tures are among more than 25 BMPs eligible for MACS funding. During its 11-year history, the MACS program has helped Mary land farmers install more than 8,000 BMPs throughout the state. HARRISBURG (Dauphin Co.) —The Pennsylvania State Grange and the New York State Grange have joined forces to oppose the agricultural provisions on the General Agreement on Tariffs and Trade (GATT). The Granges belileve the agri cultural provisions concerning the dairy industry, if passed in their present form, will have a devastat ing effect on United States dairy fanners. The minimum access expands to 5 percent of domestic consumption by the sixth year of the agreement. “GATT would severely lower the total income of the agricultural industry in the United States,” Bert Morse, New York State Grange legislative director, said. “For every one dollar received by the dairy industry, it is turned around five times with all that a fanner has to buy.
