Co.) Many of Pennsylvania’s
livestock producers will be
affected by the state’s Nutrient
Management Act, which requires
operations that generate or use
large amounts of animal manure
to implement nutrient manage
ment plans.
To leam more about the nutri
ent management legislation, visit
the Penn State College of Agricul
tural Sciences exhibit at the 78th
Pennsylvania State Farm Show at
the Farm Show Complex in Har
risburg, Jan. 8-13.
The display will contain infor
mation on farm nutrient cycles,
manure management, manure
spreader calibration, crop diversi
ty and rotation, keeping farm
nutrient management records and
complying with regulations. Penn
State researchers and extension
agents will be on hand to discuss
nutrient management and the new
legislation.
The Nutrient Management Act
was passed in July, and State Con
servation Commission regulations
based on the act will be issued
within the next two years. Under

Nutrient Management Information At Farm Show

mal operations and must develop
nutrient management plans.
“Farmers should determine
now whether their facilities will
need to comply with the act’s
requirements,” said Dr. Douglas
Beegle, associate professor of
agronomy. “Once the regulations
are effective, existing farm opera
tions will have one year to develop
nutrient management plans. New
or expanded operations must
develop a plan within three
months after the facility starts
operating.”
A nutrient management special
ist must certify that the plan was
prepared in accordance with the
requirements of the Nutrient Man
agement Act Plans are subject to
approval by county legislation, the
local conservation district or the
State Conservation Commission.
Unless they can be shown to
require substantial capital
improvements, approved plans
must be fully implemented within
three years.
The 1994 Farm Show will open

nistration are willing to extend the
Conservation Reserve Program
(CRP) and in what form will be
discussed at a national conference,
Feb. 10-11, in Arlington, Va.
“When Conservation Reserve
Program Contracts Expire The
Policy Options” is being spon
sored by the Soil and Water Con
servation Society (SWCS) in
cooperation with several federal
government agencies and about 40
environmental and agricultural
organizations. The conference
will be held at the Renaissance
Hotel in Arlington.
Among the invited speakers for
the conference are Secretary of
Agriculture Mike Espy; Senator
Patrick Leahy, chairman of the
Senate Agriculture Committee;

Results from a new national
Survey of CRP contract holders
will also be presented at the con
ference. The survey is designed to
determine how CRP participants
plan to use their acres following
contract expiration and what
incentives they might accept for
keeping some or all of their acres
out of crop production for longer
periods of time.
Under the CRP, the federal gov
ernment pays farmers an annual
rental fee for retiring highly credi
ble and other environmentally fra
gile land from crop production for
a period of 10 or more years. In

enrolled in the CRP. The earliest
CRP contracts will start to expire
in 1995.
No decisions have been made
yet on whether farmers participat
ing in the CRP will be offered
contract extensions or other incen
tives to keep their land out of crop
production and thus protect the
environmental benefits gained
under the program.
