Many of Pennsylvania’s livestock producers will be affected by the state’s Nutrient Management Act, which requires operations that generate or use large amounts of animal manure to implement nutrient manage ment plans. The display will contain infor mation on farm nutrient cycles, manure management, manure spreader calibration, crop diversi ty and rotation, keeping farm nutrient management records and complying with regulations. Penn State researchers and extension agents will be on hand to discuss nutrient management and the new legislation. The Nutrient Management Act was passed in July, and State Con servation Commission regulations based on the act will be issued within the next two years. New or expanded operations must develop a plan within three months after the facility starts operating.” A nutrient management special ist must certify that the plan was prepared in accordance with the requirements of the Nutrient Man agement Act Plans are subject to approval by county legislation, the local conservation district or the State Conservation Commission. Unless they can be shown to require substantial capital improvements, approved plans must be fully implemented within three years.
