Casey Strikes Again HARRISBURG (Dauphin Co.) Rural Pennsylvania was given another setback recently when Gov. Robert Casey sequestered many of the funds originally set aside for rural programs in the 1992-93 budget, according to rep resentatives of the Pennsylvania State Grange. Gov. Casey sequestered the tot al budget of $724,000 set aside for legislation recently passed that would establish a loan forgiveness program for agriculture and veter inary students who agreed to work on a family farm or in a rural area, respectively. “It is vital that we attract our college graduates to family farms and rural areas,” said Brenda Shambaugh, legislative director for the Pennsylvania Slate Grange. “We need talented people like them to give a boost to our rural economies. The governor’s sequestering of these funds couldn’t have come at a worse time.” Other areas were also affected by the sequestering of funds: $50,000 is being held from Ani mal Indemnities program; the entire budget of $97,000 is being held from mushroom promotion; the entire budget of $48,000 is being held from the Emergency Apple Marketing; $177,000 is being held from Higher Education Rural Initiatives; the entire budget appropriation of $39,000 is being held from FFA Foundation; and $163,000 out of the original budget of $193,000 is being held from Rural Leadership Training. The Pennsylvania Stale Grange is urging the governor to release these funds, according to Shambaugh. The Pennsylvania State Grange represents 35,000 rural Pennsyl vanians on issues such as agricul ture, health care, education, local roads and bridges, and rural deve lopment. This year marks the 125th anniversary of the National Grange’s service to the community.
