held Jan. 13, the Susquehanna
River Basin Commission unanim
ously appointed Mr. Paul O.
Swartz as the new executive direc
tor of the commission.

Atlantic Dairy Cooperative’s Dis
trict 12 will hold their annual busi
ness meeting at 11:45 a.m., on Jan.
23, at the Hoffman Building on the
Quarryville fairgrounds.
Robert Dever, assistant general
manager of Atlantic, is to be the
guest speaker. He is to report on
cooperative business and dairy
issues.
During the meeting, officers,
delegates and alternate delegates
arc to be elected for the year. In
addition, several dairy owners are
to receive ADC’s Quality Pre
mium - Award.
Those scheduled to receive the
quality award are Michael Esh, of
Strasburg; Elmer and Martha

SRBC Appoints New
Environmental Resources’ Bureau
of Soil & Water Conservation for
the past ten years.
In his former capacity, he man
aged the commonwealth’s Soil
Erosion and Sedimentation Con
trol Program and directed the
state’s efforts to reduce pollution
to the Chesapeake Bay from agri-

designed to improve water qual
ity, both in the Bay and Pennsyl
vania waters.
In addition to directing Pen
nsylvania’s Chesapeake Bay
Program, Mr. Swartz has repre
sented the commonwealth on the
Chesapeake Bay Implementation
Committee and the Interstate
Commission on the Potomac Riv
er Basin.
He is currently executive sec
retary to the Pennsylvania Conser
vation Commission which esta
blishes policy for Pennsylvania’s
66 conservation districts.

Arts Degree in psychology and
has done graduate work in public
administration at Pennsylvania

nsylvanian, he resides with his
wife, Patricia, and their three sons
near Hershey, Pa.
The commission also unanim
ously appointed Mr. Richard A.
Cairo as the secretary/general
counsel to the Commission. Mr.
Cairo has served in the post of
Secretary to the commission for
the past 13 years.
His duties have included public

Cairo holds Bachelor of Social
Science and Master of Regional
Planning degrees from the Pen

Juris Doctorate degree from the
Dickinson School of Law. He is a
member of the Bar of the Supreme
Court of Pennsylvania and is
admitted to practice before the
United States District Court for
the Middle District of Pennsylva
nia. He is also a native Pennsylva
nian and currently resides in
Enola.
