Swartz as the new executive direc tor of the commission. Swartz has been the director of the Pennsylvania Department of ADC Meeting Set SOUTHAMPTON (Bucks Co.) The Quarryville and Strasburg-Paradise Locals of Atlantic Dairy Cooperative’s Dis trict 12 will hold their annual busi ness meeting at 11:45 a.m., on Jan. 23, at the Hoffman Building on the Quarryville fairgrounds. Robert Dever, assistant general manager of Atlantic, is to be the guest speaker. He is to report on cooperative business and dairy issues. During the meeting, officers, delegates and alternate delegates arc to be elected for the year. In addition, several dairy owners are to receive ADC’s Quality Pre mium - Award. In his former capacity, he man aged the commonwealth’s Soil Erosion and Sedimentation Con trol Program and directed the state’s efforts to reduce pollution to the Chesapeake Bay from agri- Fisher, of Paradise; Samuel and Rachel King, of Ronks; Samuel and Sarah Stoltzfus, Paradise; and Lloyd and Leroy Welk, of Quarryville.. In addition to directing Pen nsylvania’s Chesapeake Bay Program, Mr. Swartz has repre sented the commonwealth on the Chesapeake Bay Implementation Committee and the Interstate Commission on the Potomac Riv er Basin. He is currently executive sec retary to the Pennsylvania Conser vation Commission which esta blishes policy for Pennsylvania’s 66 conservation districts. Swartz also served with the Pa. Conservation District He is a 1970 graduate of Gettys burg College with a Bachelor of Arts Degree in psychology and has done graduate work in public administration at Pennsylvania State University. A native Pen nsylvanian, he resides with his wife, Patricia, and their three sons near Hershey, Pa. The commission also unanim ously appointed Mr. Richard A. Cairo as the secretary/general counsel to the Commission. Mr. Cairo has served in the post of Secretary to the commission for the past 13 years. Cairo holds Bachelor of Social Science and Master of Regional Planning degrees from the Pen nsylvania State University and a Juris Doctorate degree from the Dickinson School of Law. He is a member of the Bar of the Supreme Court of Pennsylvania and is admitted to practice before the United States District Court for the Middle District of Pennsylva nia.
