The increasing management role on the part of DHIA could hardly be accomplished with Extension in the foreground, but working in the background docs not comlitute abandonment. The records program remains a valuable tool, the dairy leadership a valued partner; and Extension could not and cannot consider dropping dairy records from its program priorities. Administration at all levels in Penn State has always been ready to assist DHIA management in lime of need, recognizing that this program and partnership must continue its symbiotic relationship if either is to accomplish its goal. Section 5 Penn State University and DHIA The partnership between Penn State and DHIA has reached far beyond the confines of its faculty and staff in Dairy Science Extension and County Extension Agents. Costs associated with printing herd books and rctord forms, laboratory costs related to supervisor shortcourscs, and the salary and travel costs of DHIA fieldmen and office secretaries were considered a part of the ongoing Dairy Extension budget. The earliest documented concern about cost was noted by Director of Extension Albrecht in 1955 when he said "Extension funds available for testing work have not been able to keep up with the expansion of programs (he noted printed forms as an example of increased costs). The estimate of cost of IBM processing in the testing prog ram would add 7a/cow/mo. Could the testing program be separated from the Extension group, except for the educational aspect, and thereby strengthen the prog ram?" Biggs of the Stale DHIA Board responded "Dairymen need to fight their own battles and run their own organization." Discussion of the central records processing plan began in earnest in August 1955. It was determined that if IBM processing was set up in conjunction with Penn State University the cost would be about 50/cow, if set up in a separate system at PSU the cost would be 70/ cow, and if set up commercially off-campus the cost (Turn to Page B 20)
