Arden Tewksbury, manager of PRO AG presented the testimony on behalf of several farm organi zations as well as the county com missioners from several northern counties, according to Tewksbury. The organizations requested the special premium as a result of the severe drought that has plagued the majority of production ihroughout Pennsylvania. Tewksbury said the average dairy farmer was spending nearly $2,000 per month on unantici pated supplemental feeding prog rams as a result of the dry weather burning up normal pasture fields used during summer months. Tewksbury said that most dairy farmers were not able to harvest any second cuttings from their hay fields, and those who did bale sec ond or third cuttings were only obtaining 15-20% of the normal crop. Roy Watson, manager of North Penn Co-Op, fron Troy, informed the board of the seventy of the drought in many areas of Bradford County, and predicted that many farmers would be without feed for their animals before this winter. Both Watson and Tewksbury urged the PMMB to work with the farm organizations and members of the Pennsylvania legislature to rectify the inequities of pricing milk to dairy farmers. Watson told the board, “You people keep passing emergency premiums for dairy farmers, but the dairy farmers in Pennsylvania that ship to milk handlers regu lated by Federal Order #2 never benefit from these special emergency premiums, and it’s time we correct these inequities.” Tewksbury recommended that a large portion of the premium be placed on fluid milk, but strongly recommended some portion ol the premium be placed on manufac tured milk.
