Harris has served with the group since 1972, and is one of the founding members of the association. The employer members voted on a new amendment to the associ ation bylaws increasing the number of the members of the board of directors from three to five. The amendment was passed and is to take effect at the 1992 annual meeting. In other business, employer members also voted on new directors. Richard Kreider, Manheim, was the only farmer present. “When 1 became award of this proposal, I became concerned because none of the farmers I con tacted knew about this proposal,” Kreider said. “Potentially, anyone who uses water in a commercial or agricultural operation would be liable to the fees and consumption control by the commission.” Kreider said that at the hearing many questions about fanning operations could not be answered. Questions such as: What fines would be charged if non compliance was discovered? Who would investigate the compliance requirements?
