DER is already heavily overburdened with its enormous responsibility to deve lop, promulgate and enforce laws and regulations for coal and pon coal mining, the storage tank program, air and water quality standards, municipal waste facili ties, residual waste facilities, hazardous waste facilities and the state’s recycling program among others. As in 1989, a complete program is being put together to encourage the general public, as well as those directly related to agriculture, to come and enjoy the show. If the switch were to take place, the Agriculture Department could handle the program in a manner that would be less hurried and more sensitive to the concerns of those who are most affected by such regulations, primarily far mers. If DER continues to ignore the concerns of our farmers, I will urge immediate adoption of the amendment, which contains a concrete definition of a wetland. When we attempt to protect our environment we must insure that we are not using such a broad brushed approach that we arbitrar ily restrict the use of vital farm lands not worthy of being cited as wetlands. being planned for 1990.
