president of the National Fanners Senate Agriculture Committee for

adopting an amendment to the
pending 1990 Farm Bill that
"sends a clear signal that Congress
intends to protect the interests of
U.S. farmers during the GATT
agriculture negotiations.”
Committee members adopted
the amendment as part of a pack
age of changes they are consider
ing in the trade title of the 1990
Farm Bill. The amendment calls
on U.S. negotiators to the General
Agreement on Tariffs and Trade
(GATT) to seek the elimination of
direct export subsidies but not to
enter into agreements that would
“unduly restrict the authority of
the United States to provide for
the stabilization of its agricultural
economy.”
NFU President Leland Swen
son said the committee’s action
should tell U.S. GATT negotiators
that they don’t have “unlimited
authority to trade away” U.S.
domestic farm programs.
“It shows the committee’s clear
intention to maintain its right to
set a domestic farm policy agenda
for the U.S. and not turn that
responsibility over to overseas
bureaucrats,” Swenson said.
Swenson’s group is concerned
that the U.S. position in the GATT

distorting” farm programs is too
broad and will limit the authority
of Congress to develop domestic
farm programs.
The Senate measure states that
the GATT agreement should still
allow U.S. farmers to have “an
income safety net to protect
against market instability” and
should “allow countries to provide
income support from the vagaries
of the market directly or indirectly
through self-help efforts.”

annual spring meeting at the
Lighthouse Restaurant, Cham
bersburg.
After a luncheon, the meeting
was opened by Chairman of the
Board, Paul E. Hombaker, Ship
pensburg. Hombaker introduced
Henry A. Zajac, general manager
of the Cumberland Valley
Cooperative.
