The amendment calls on U.S. negotiators to the General Agreement on Tariffs and Trade (GATT) to seek the elimination of direct export subsidies but not to enter into agreements that would “unduly restrict the authority of the United States to provide for the stabilization of its agricultural economy.” NFU President Leland Swen son said the committee’s action should tell U.S. GATT negotiators that they don’t have “unlimited authority to trade away” U.S. domestic farm programs. “It shows the committee’s clear intention to maintain its right to set a domestic farm policy agenda for the U.S. and not turn that responsibility over to overseas bureaucrats,” Swenson said.
