Watkins, of Emmitsburg, Md., has agreed to a $350 civil penalty to settle federal charges of operat ing as a livestock dealer without a bond, a U.S. Department of Agri culture (USDA) official said today. Calvin W. Watkins, acting administrator of USDA’s Packers and Stockyards Administration, said John E. Watkins, the respon dent in the case, has since Gled a bond.
