Jane A. Mecum has been named
associate extension agent of family
strengths in Perry County. She will
be responsible for planning and
conducting informal educational
programs which will address the
needs of today’s family and com
munity. She also is writing a week
ly column on foods and nutrition
for the “Perry County Shopper.”
Additionally, she will be sharing
her skills and programs with
neighboring counties.
A native of Madisonville, KY,
Mecum most recently served as
Teen Parenting Coordinator in the
Harrisburg School District. Her
duties included supervising a
nursery school, working with stu
dents enrolled in parenting classes
and helping teen parents deal with
the problems and challenges of
parenthood.

Mecum holds a bachelor’s
degree in home economics from
Murray State University in Mur
ray, KY, and is currently working
toward a master’s degree in educa
tion at Penn State. She has two
children: Kelly, a physics major at
West Virginia University, and Bill,
a high school student.
Richard W. Poorbaugh has been
named extension agent for Clea
field County. He is responsible for
coordinating 4-H and general agri
cultural programs. Specific tasks
include identifying educational
needs of people within the county,
recruiting and training adult 4-H
leaders and implementing prog
rams in the areas of agricultural
economics, animal science and
4-H. He also will share his skills
and programs with neighboring
counties.

Deborah A. Price has been
named assistant extension agent of
4-H livestock and dairy in Berks
County. Her responsibilities will
include organizing and conducting
educational programs for 4-H
youth in the areas of livestock and
dairy. Price also will help recruit
and train 4-H leaders and identify
county educational needs in the
agri-science area.
A native of Douglasville. Price
received a bachelor’s degree in
dairy production and is working
toward a master’s degree in sociol
ogy at Penn State. While an under
graduate, she was named Out-

recently for planning by the U.S.
Department of Agriculture. The

ty beautification projects. He also
will be recruiting and training 4-H
leaders, preparing horticultural
information for newsletters and
providing individual assistance to
home horticulturists in the
county.
A native of McCandless,
Quatchak holds a bachelor’s
degree in horticulture from Penn
State. Most recently, he worked as
an assistant manager at Best Feeds
and Farm Supplies in Oakdale.
West Virginia project will be on an
unnamed tributary of Evitts Run,
through a residential area of Ran
son in Jefferson County. The tri
butary empties into Evitts Run as it
flows through the neighboring
town of Charles Town.
Widening and deepening the
channel, installing new conduits
where needed and building a drop
inlet at the mouth will cost about
$300,000.
The tributary flows only inter
mittently, so the enlarged channel
will be a grass waterway, dry most
of the time.
Flooding costs an average of
$59,700 per year. A 100-year
storm would cause $450,000 in
damages to 59 residences and three
other properties.
The local sponsors are the East
ern Panhandle Soil Conservation
District, the town of Ranson and
the Jefferson County Commission.
SCS will complete the plan next
year. Funding of construction will
need the approval of the chief of
the agency.
