Haughland To Head Bureau Of Ag Development HARRISBURG—A native Pennsylvanian with in-depth experience in administration and marketing will direct a new prog ram linking the state’s rural areas to Gov, Robert P. Casey’s Eco nomic Development Partnership. Agriculture Secretary Boyd "E. Wolff announced today the appointment of Paul Haugland, who managed a regional economic development program for the stale of Oregon, as head of the Pennsyl vania Department of Agriculture’s Bureau of Agriculture Development. “The. Bureau of Agriculture Development will fill a key role in the department’s policy to revital ize Pennsylvania’s rural areas,” Wolff said. “In turn, that effort to improve the agricultural economy is a major component of the gover nor’s Economic Development Partnership.” “Paul Haugland is well qualified to help us shape, fine tune and implement a well rounded program,” Wolff con tinued. “He has demonstrated creative ability in drafting eco nomic development plans and in carrying them through to comple tion; he is a man of action, the type of person who thrives on chal lenges,” the Secretary said. As bureau director, Haugland’s chief concerns will be the creation of new jobs in the agricultural sec tor and upgrading those aspects of rural life that can be enhanced by better educational programs and improved health care, Wolff said. Haugland, a native of Upland in Delaware County, moved with his parents to Florida as a teen-ager and attended high school in St. Petersburg.
