By iden tifying these models of excellence, we remind ourselves and others that there are many good things going on in Commonwealth schools and that educational excellence is possible when school boards, administrators and teachers work together to achieve it.” To earn the award, school districts complete an extensive application which outlines the program on the basis of curriculum, instruction, ad ministration and facilities. Department of Education staff then follow up the application with site visits. The staff can make recom mendations for improvement and return for re-evaluation, says Henry Givler, a recently retired vocational consultant who evaluated the Solanco program. Beachy. type of program.” The state, since 1976, has provided support and incentives to help schools plan and implement vocational programs which em phasize skill-based curriculum and individual instruction for students. Once a program is identified as exemplary, it becomes eligible to receive a dissemination grant to duplicate its courses and materials and to demonstrate to other schools how the “model” works. Exemplary programs use craft committees comprised of persons working in the particular skill or trade being taught to advise teachers on up-to-date methods and techniques, says William Logan, acting state education secretary. They also feature outstanding instructors and in dividualized training methods. In addition to the grants, exemplary schools receive cer tificates and recognition banners. The programs are listed on the education department’s computer system, making it convenient for other school districts and other agencies to obtain information about them. will give an update on cooperative business.
