of Grain-Fuel Ethanol Program
WASHINGTON - Acting
Secretary of Agriculture Daniel G.
Amstutz today ruled out the
compounding of benefits for
producers of fuel ethanol who take
advantage of the Commodity
Credit Corporation’s grain-fuel
ethanol program.
Under the program producers
can earn a commodity certificate
equal to one bushel of CCC-owned
grain for every 2% bushels of grain
removed from the marketplace.
“Fuel-ethanol producers who
acquire grain with a CCC cer
tificate or buy grain with the
proceeds of a CCC certificate
cannot use that grain to generate
more assistance,” said Amstutz.
After ruling out this form of
compound benefits, Amstutz an
nounced the following additional
details of the program, which uses
surplus grain to aid the financially
distressed fuel ethanol industry.
• Producers must submit proof
that they bought grain and turned
the grain into fuel ethanol during
an eligible processing month to
qualify for certificates.
USDA Announces Details
• Producers may accept <CCC’s
offer by presenting evidence of
grain acquisitions and ethanol
production as provided in CCC’s
“Announcement and Offer,” an
agreement form, which will be
sent to all eligible producers.
• Producers must submit proof
of the previous month’s fuel
production on or before the last
day of the following month. For
example, proof of all grain-based
ethanol production for May 1966
Lancaster Farming, Saturday, June 14,1956-Al7
must be submitted to CCC on or
before June 30,1986.
• Producers may submit proof of
all bushels used to produce fuel
ethanol during an eligible
processing month.
• Regardless when a producer
receives notice of eligibility, all
grain removed from the market
and used to produce ethanol bet
ween May 10 and September 30,
1986, is eligible for commodity
certificates.
