    UNIVERSITY PARK - An
increased number of farmers in
Pennsylvania may benefit from an
innovation in crop insurance now
being offered by the Federal Crop
Insurance Corporation (FCIC),
according to Bill McSweeny,
assistant professor and extension
economist at Penn State. “The new
program is entitled Actual
Production History (APH), and
may attract a large number of
farmers in Pennsylvania,” Mc-
Sweeny says.
Shifting through a gear pattern in search of reverse can really slow a job

Crop insurance changes
“In the past, coverage was based
on weighted county average yields.
The highest yield guarantee level
was 75 percent. Many farmers
have found crop insurance unat
tractive in the past because their
possible indemnity payments
would be based on 75 percent of a
yield figure the farmers already
felt was too low.
The new APH program,
however, will provide insurance
guarantees based on individual
yield histories. That means

From a farm management
perspective, a feature of this new
program is the importance of
farmer maintaining accurate
acreage and production records.
With such records, the farmers
with high yields can generally
expect to get a higher yield
quarantee at a lower price than

Farmers without records can still
obtain insurance, but must report
their acreage and production
annually. Yield guarantees in
succeeding years will be based on
those records to the extent that is
appropriate. While protection will
be available for only corn, grain,
sorghum, peanuts, tobacco, cotton,
and rice in 1985, all crops will be
covered by 1987.

ference was called to further ex

to USDA officials and private
insurance industry represen
tatives who will be responsible for
APH training. Dr. McSweeny was
one of several Extension
specialists from the northeastern
states who attended the con
ference.
Crop insurance, even with the
new program changes, will not be
a cure all in the management of
income risk by farmers, Dr.
McSweeny notes. By its very
nature crop insurance is designed
to protect against yield loss,
primarily due to inclement
weather conditions and pest
populations over the growth cycle
of a crop.
Yield uncertainty, however, is
but one source of risk that fanners
face in today’s agriculture.
“Concerned fanners will evaluate
all means of reducing income risk
and select the combination of
protection devices (for example,
crop insurance, hedging, forward
contracting, and commodity op
tions) best suited to their own
needs,” McSweeny says. “This
combination might include one,
several, or none of these means of
reducing risk, depending upon the
farmer’s own circumstances.
Nevertheless, the APH program is
a much needed improvement over
previous crop insurance
programs, and warrants checking
into by all Pennsylvania farmers,”
he concludes.
