Kenneth Friedman, executive
director of the Lehigh Valley
Conservancy and coordinator of
this program commented, “a
sense of cooperation between the
township and the county seems to
be in order.”
Most participants were con
cerned with the complicated urban
tangles becoming increasingly
prevalent on the outskirts of larger
cities. Prime farmland along with
the agricultural smells and sounds
are mixed with giant industrial
developments and suburban
housing. Problems arise because
of no pre-planning. With LESA or a
suitable land evaluation system
custom tailored for a locality,
industrial growth, sewage
capability, transportation, and
urban continuity is confined to
where it can be the most feasible
and pleasing to the community.
Prime farmland would be saved
from “haphazard developement.”
“What makes LESA better than
any one system is its combining
about ten systems to eliminate
bias,” stated Thomas Klucick,
district conservationist, Lehigh
County. Klucick explained the
Lehigh County land evaluation
process and how Lehigh Valley
utilized several points from LESA.
Saying that LESA “trims down”
the complicated mess of soil types
and maps, Klucick stated that once
a system is designed in a com
munity, “use it as a tool.” “To
date, zoning has not been defen
sible,” he said. According to
Klucick, the LESA system is an
unbiased system to fall back on.
Nobody can pomt a finger at any
partiality in planning.

preservation can be planned
nationwide but it still remains to be
a private decision with each land
owner.
According to Lehigh County
publications concerning farmland
preservation, “greater emphasis
should be placed on restoration or
modernization of existing homes
and industries using existing
services, rather than creating new
homes and industries requiring all
new services.” “Since 1974, almost
3,000 acres of farmland in Lehigh
and Northampton Counties has
been lost each year. We believe
that land which is zoned
‘agricultural’ should be used only
for the production of food and not
as a ‘miscellaneous’ category
where practically anything is
permitted. Various possibilities of
preserving farmland include
outright pruchase, tax breaks,
purchase of development rights,
and creation of agricultural
districts.”
“Of what benefit is growth and
progress if our open spaces, our
farmland and our food supplies are
destroyed and our cities
deteriorate?”
At the conclusion of the
presentations of the land
evaluation systems, group
workshops were conducted with
each of the participants. Maps of
different localities and soils were
evaluated.
