Prime farmland would be saved from “haphazard developement.” “What makes LESA better than any one system is its combining about ten systems to eliminate bias,” stated Thomas Klucick, district conservationist, Lehigh County. Klucick explained the Lehigh County land evaluation process and how Lehigh Valley utilized several points from LESA. Saying that LESA “trims down” the complicated mess of soil types and maps, Klucick stated that once a system is designed in a com munity, “use it as a tool.” “To date, zoning has not been defen sible,” he said.
