Wayne Hinish, associate director for Extension in Penns* h nn : HARRISBURG - A former veterinarian in the Bureau of Animal Industry and faculty member at Penn State will begin duties on Monday as Chief of Avian Health in the Pennsylvania Department of Agriculture. The appointment of Dr. David C. Kraybel, of Bellefonte, to the Avian post, which has been vacant for several years, was announced by Sec. of Agriculture Penrose Hallowell. As Chief of Avian Health, Dr. Kraybel will be responsible for the department’s regulatory programs relating to poultry and birds. “After three years of searching we are pleased to have a veterinarian of Dr. Kraybel’s calibre take on the state’s Avian health program,” Hallowell said. “He has a wealth of experience in veterinary medicine, pathology and diagnostic sciences, as well as background in state state and federal government.” Dr. Kraybel has left teaching and research duties at the North Carolina State School of Veterinary Medicine to assume the post. He is replacing Maurice Kramer who resigned to become director of 4-H programs at Purdue University. A member of the Penn State 4-H staff since 1956, he has assisted in developing the state 4-H livestock program and numerous statewide youth events including State 4-H Capital Days, Pennsylvania 4-H Leadership Congress, and State 4- pathologist performing diagnostic services. He held that post until 1962 when he returned to Penn State’s Department of Veterinary Science to teach and undertake research in animal diseases. He subsequently got his MS degree in animal nutrition from Penn State in 1964 and his MPh. in epidemiology from the University of Pittsburgh School of Public Health in 1975. His most recent endeavors were in the area of diagnostic services, including a term as director of the New York Veterinary College Diasgnostic Lab at Cornell. He was instrumental in establishing the County 4-H Reporters program in the state. This program involves training young adults in communications to help promote 4-H in their county and region and provide a more positive awareness of the 4-H program. He has been involved in the development of competitive events and curriculum programming for teen leaders. Howes works closely with livestock specialists in developing educational youth publications and curricula and helps organize regional and state training sessions for Extension agents.
