Veterinary biologies WASHINGTON, D.C. The U.S. Department of Agriculture has revised procedures to permit licensing of veterinary biologies for low volume or emergency demands. Dr. David A. Espeseth of USDA’s Animal and Plant Health Inspection Service said there is a need for licensing veterinary biologies on an emergency basis, or when low volume is required. In the past, manufacturers found it difficult or uneconomical to pursue USD A licensing procedures under these circumstances. Before this action, manufacturers could produce and sell limited or emergency biologies only under exemptions for experimental products. Procedures similar to those for experimental products will be applied for conditional licensing of limited products. Under the new procedures, each license will carry a termination date. Reissuance will depend on the manufacturer meeting specified conditions, such as completion of efficacy studies and the development of potency tests. Labels would state such limitations and conditions. Espeseth said the agency’s veterinary biologies licensing procedures require high standards of safety, purity, potency and effectiveness.
