is necessary to change things.
The Congressional delegation
asked for the establishment of a
“work program” under GATT
aimed at reducing these subsidies
within a specific time frame.
However, the EEC itelegafinn
stubbornly refused even to discuss
the question of subsidies or to
agree to later discussions aimed at
their reduction.'
Clearly, the prospect of reaching
a fair, rational agreement has
gone by the board. Let me state at
the outset, though, that we must in
no way engage in the Mmt of
protectionism that constitutes
restraint of'trade. Nobody in
Congress rejects protectionism
mocethanldo.
C What Congress must do is take
firm steps to faring an end to the
current situation. I have suggested
four steps we could take to tighten
the screws on the EEC.
First, the Reagan Ad
ministration should fully use the
remaining 990 million earmarked

The money can provide direct and
credit subsidies to offset predatory
practices.
Second, Congress should en
courage Agriculture Secretary
John Block to consider releasing
surplus dairy products into in
ternational markets. This would
dearly signal our resolve and
relieve the taxpayer o£ the cost of
carrying these stocks.
Third, Congress should mandate
that the proceeds from the sale and
money from other sources be used
for additional measures to export
farm products.
Fourth, Congress should con
sider revoking the mosMavored
nation trading status of countries
engaging in predatory practices,
or making them ineligible for
International Monetary Fund
loans.
I know other senators have other
ideas for increasing our exports. I
have Instructed the staff of the
Agriculture Committee, of which I
am chairman, to assemble a
comprehensive package of ideas
which could-be introduced in the
98th Congress We must be
prepared to draw the line here and
