Second, Congress should en courage Agriculture Secretary John Block to consider releasing surplus dairy products into in ternational markets. This would dearly signal our resolve and relieve the taxpayer o£ the cost of carrying these stocks. Third, Congress should mandate that the proceeds from the sale and money from other sources be used for additional measures to export farm products. Fourth, Congress should con sider revoking the mosMavored nation trading status of countries engaging in predatory practices, or making them ineligible for International Monetary Fund loans. I know other senators have other ideas for increasing our exports.
