Farm organizations favor tougher dog law HARRISbURG - Farm organizations testified before the Pennsylvania House Agriculture Committee Tuesday concerning the proposed changes to the current dog law in the Com monwealth which would increase licensing fees and crack down on “puppy mill” operations. Charles Wismer, master of the State Grange, voiced his organization’s endorsement oi House Bill 2535, citing the Grange’s participation during the past several years in meetings tc precipitate changes in the Dog Law of 1965. HB 2535 would amend the current dog law and would set license fees at (3 for neutered ano spayed dogs, and $5 for canines capable of breeding. With a $2 increase in dog license fees, Wismer stated sufficient monies would be generated for the state’s use in dog law enforcement and for indemnities to farmers who suffer losses due to dog-related livestock damages. Wismer’s views were echoed by the Pennsylania Farmers’ Association which also presented testimony at Tuesday’s hearing: Although the Grange and PFA have thrown their weight behind HB 2535, both have voiced their opposition to one part of the bill which limits indemnity payments to farmers at )5,000. PFA urged the ag committee to amend HB 2535 by removing the $5,000 limitation of indemnification for loss to livestock and poultry. The Grange suggested the maximum be raised or “left open.” Wismer testified that the State Grange is also in favor of fanners being permitted to shoot a dog when it is found in the act of pur suing or injuring farm animals, pets, or humans. And both the Grange and PFA endorsed the licensing of dog kennels. Section 206 of the bill would require any establishment which keeps, boards, or transfers 26 or more dogs per year to secure a license. “This would give authority to the Department of Agriculture to inspect so called “puppy-mills” which have caused concern, to ensure that breeding and boarding practices are conducted in a humane manner,” said Wismer.
